Everything these days basically revolved around the outer districts. 60's 70's 80's. they are all the wilder, lawless, extremely poor regions that most shinigami never actually go to willingly. In fact they dont even get sent out there on missions to often. Everything near the seireitei is what matters most even though the seireitei has a barrier that is pretty damn effective. But more to the point the Head captain didnt seem to be about to give any more details about the mission. Find and detain a man... a single man. in the over populated districts. and not just one specific district.... a possible ten districts. Basically a needle in a haystack. Good news was Gios sense should, in theory, be harp enough to sense him if he has any spiritual pressure... hopefully anyway.
