An option for Leola would be to go with the story that her mother died...but have it be in a very narrow timeline. If you said that her mother died AFTER her name was Reaped for the 75th games, but BEFORE attending training, then that would probably make the most sense for why they decided to pass the torch on to Leola. Because if her mother had died after the games, logically speaking, there would still be enough Victors in District 1 to have a pool to choose from. District 1 takes their training very seriously, and have won several times if I recall correctly.
Not at all. Even they take the Hunger Games as something to go for and be proud of to take part, if we look at the known victors list then there are only 2 knows victors from District 1 - Gloss, who won 63rd games, and his sister Cashmere, who won 64th games. They died tho in the 75th but it doesn't work as we are here to play the 75th. And honestly I just asked to not go over the real story with the victors and the known years but for such things like this, why was she chosen to be in the games in her mothers place it not so important. What the puppet master will tell us will do.
