RRC Application (China)

Name of Nation: Reformed Republic of China (RRC)

Government: Due to the need for decisive action in rebuilding the war ridden landscape of China, it has became a pseudo-democracy, though truly it is a democracy. Despite the name of the nation, the RRC is ruled by one man, called an Administrator, currently the man is WeiShi Guo (Who is also the first Administrator of the RRC). Of course, to label themselves as a democracy, the people of China vote for the representatives of each individual city or rural province. These representatives, then vote for the members of the court, who are in theory, the equivalent of a single house congressional system, yet in effect, are simply advisors to WeiShi Guo. The voters are basically voting to exercise voting, they only decide who the advisors will be to the Administrator.

Miniscule, the RRC is working to extreme lengths to create a standing army to fend off the recently created foes in World War III as well as Imperialistic countries, despite being a separate faction altogether from the one that had invaded its neighbouring countries. Already pushed back to their original borders, the small army is mainly focused on crushing the last of the opposing usurper, the UPC (United Provinces of China). The technology of the RRC army is rather advanced, due to the rather massive research capabilities of the old People’s Republic of China, yet production of their munitions is limited and the weapons of the future are coveted and kept in good repair, no matter the cost. In the current, most of the industries can only produce more simple weapons such Ak-47s and other near obsolete weapons. Summary: Small amount of futuristic munitions and tanks, massive production of older equipment.

Economy: The current economy is in shambles, 40% unemployment with a great deal of people living from scavenging supplies in groups. The RRC is currently working on rejuvenating the massive industrial sectors of the country, but as of now, work is as rare as gold, and most jobs are dedicated to creating a decent military force. Main Industries for cash include:
-Wartime funding (Rapid inflation)
-Agriculture
-Industry Outsourcing from other countries
-Massive amounts of Infrastructure
The workforce includes a total of about 1.5 billion workers, mostly unskilled laborers.

Foreign Policy: Basically, it’s decided as it comes, the RRC is far too weak to go through any war, focusing on simply reconstruction China, in most cases though, it will be submissive until it has rebuilt everything.

History: During World War 3, many of the European countries turned a blind eyes towards Eastern and Southern Asia affairs. the PRC took advantage of this by invading southern countries collectively, starting with Taiwan, their quarrels with the Nationalist Party not forgotten, then moving onto India, Philippines, and Japan. From these invasions the PRC were equally savage to the areas they occupied as the Japanese were to them in World War 2. Eventually even Russia became weary of Chinese affairs. Many of the Asian countries pushed back, the Philippines being one of the first to successfully fight the Chinese. Fighting to keep the occupied lands of Asia continues even after the Europeans war ended, and when they took interest in India and the affairs of Asia, the Chinese were effectively forced back to their original borders, having gained nothing but angry neighbours. Shortly after the end of the war, the Chinese entered into a deep depression after wartime funding disappeared, despite the PRC’s best efforts, the administration was nowhere near large enough for such a widespread collapse, the economy had taken such a dive, the officials of the communist party had power grabbed almost everything under their authority to uphold their standard of living, causing multiple insurgencies to rise up. The PRC quickly fell soon after that. Many came to claim rule over China, causing another conflict, further weakening China. The RRC and UPC were among the main factions to claim the throne, eventually the RRC achieved victory with the invasion of Shanghai, destroying the headquarters of the UPC, the terror tactics and brute force of the RRC left a sour taste in the mouths of many citizens of China, but it was soon washed out when the RRC began to create New Deal esque administrations to help with employment and stimulate circulation of money. Soon the RRC was the obvious heir of China, led by WeiShi Guo, who soon became a hero in the eyes of nearly 3 billion civilians (The former count of 3.5 billion civilians was lost in the WW3, the multi-faction revolution, the king of the hill power rush, and the banditry that occurred shortly after the fall of the PRC)

Foes: Mostly in-fighting factions of China, only a few remain, but the RRC is still too busy to look to the international relations of the world.

Demographics:
99% Chinese
1% Whoever is crazy enough to want to go to China at this point

Other: Banditry, raiding, and free-for-all consistency amongst the unemployed, many of the major cities having been destroyed. One of the last remaining bastions is Beijing, a massive wall build around the city perimeter for more of a defense against bandits than an actual military force. Many cities are interspersed through the country, each walled off to defend itself. Only certain areas still had coverage so physical communication across the treacherous areas between cities isn’t uncommon

I'm quite okay with it, although I'm too occupied with certain personal issues to lay down my application as of now, perhaps tomorrow.
But, some more questions:
Would it be alright if the Chinese government had collapsed shortly after war-time funding stopped?
This would entail the weakening and possible destruction of the Communist party, possibly revolution, and possibly a new form of government (of course China will be weak)
Would China still have a foothold on the multiple territories it took in World War III?
So, despite my ignorance with forum roleplaying in general, I will ask; is this roleplay still open? Because I'm quite interested. Also, I'd play as China, but I'm not sure it's open, I checked through the pages but I might have missed the application or something.
Thesis excluding excuses:
1. Is this Roleplay still accepting?
2. If so, is China still open?
Obligatorily, "I will be joining in this", also, we will be allowing people to suggest more factions and such to the lore, if we like it, we'll include it.
