What exactly does channeling qi entail? Are we talking minor physical enhancements, or full-on energy blasts? Also elaborate on how he established his brewery in a place where alcohol is a scarce luxury, and how separating himself from the rest of the village (and seemingly not contributing anything since his youth) has effected his reputation. He's a martial arts master, so was he a guardian in his youth? Does he share his booze? Lastly, give a detailed description of Ku Fan's still to create a nice picture for the other players.

-Channeling qi is pretty much the standard wuxia stuff like running on walls and doing super jumps.
-Booze isn't exactly hard to make, what with only needing two or three ingredients and time. Beer, for example, is just grain, yeast, and water.
-He still shows up in the village about once every couple months to trade liquor (mostly cheap rotgut) for supplies. Everyone thinks he's just this weird hermit- which, in fairness, he totally is.
-I suppose he was for a bit, but most of his training came from after becoming a hermit- "training" in this case being drinking, fighting swamp beasts, drinking, doing meditation, drinking, sparring with mysterious wandering warriors, drinking, and the like.
-Trades it for supplies.
-Can do.
As for the still, it's a location near to the village which relates to the character. Were those not the criteria given?
Name: Xaio Kun Fan

Age: 80

Gender: Man

Race: Human

Occupation: Livin' the dream

Skills: Drunken martial arts, making booze, living in a swamp, keeping in shape, channeling qi

Powers: Really weak fire control, roughly equivalent to having a zippo at all times.

Inventory: A whole lot of booze, a rickshaw, The Chairman

History: Born the son of a brewer, first-generation native of Kado, Kun Fan always had two loves: Fine liquor, and kicking people in the face. A few years after he came of age, Kun moved to a swamp about an hour and a half's walk from town, where he could make booze, fight swamp monsters, drink, spar with mysterious wanderers, drink, meditate, drink, and train in peace, though he comes down to the village once every two month or so to trade booze for supplies. He lives with his brother and his cat, The Chairman, and everyone in the village thinks he's a weird hermit.

Point of Interest: Kun Fan keeps a still near his swamp-house where he brews all manner of exotic liquors and potions. The still, itself, also acts as a means to heat the hut in winter months, as the boiler sticks halfway into the lower floor of the shack, and the upper half doubles as a support for the balcony. Simply put, the shack and still are effectively a singular object, sticking out of the swamp like a great metal-and-wood beacon to wanderers and monsters alike.
Alright.
So do we post CSs in here or the OOC?
Stoppable Riot: I can dig it. You just do what you want, man. If there's anything that's super out of line with the genre we'll find a way to justify it in-setting.
Dave: Really, Cliches can be anything you want them to be. Also, fun character. He's kind of goofy, but justifiably so.
"Oh man-", Tanya said as the angelic horde descended on the city, "-those wings are the coolest! M23, we totally gotta disassemble one of these guys!"
M-23 flexed its hands, servos fresh from the recent tuneup.
"M23 IS READY AND ABLE."
"Well then, what're we waiting for? Sic 'em!"
We good.
"Looks like we were just in time, huh?"
The pair strode out of the shop, waving goodbye to the owner as they did so.
"CORRECT. IT IS TIME FOR THE FESTIVAL."
"Well what're we waitin' for? Let's go!" Tanya shouted as she climbed atop her noble steed.
"UNDERSTOOD."
And with that, M23 waded into the crowd.
Shah-Nahul folded his arms and snorted indignantly. "Need you ask, slave-taker? The great Shah-Nahul is always ready."
Well, if you want a general idea for tech level, look at Neuromancer, The Diamond Age, Snow Crash, Ribofunk, Shadowrun (the tech, not the magic), Johnny Mnemonic, Blade Runner, that sort of thing.
As far as genetech goes: Broadly speaking, you have two general types of augmentation, those being cybernetics and bioware. Cyber is more easily available, as it's much easier to install due to crazy nanotech and less rejection problems- it's the back-alley aug type, common within the working classes. Bioware, on the other hand, is made-to-order (and thus more expensive) because it's tailored to one's genetic makeup and the like, though the fact that it doesn't show up on metal detectors and you aren't, you know, covered in metal adds a lot to the appeal. Chrome is more cost-effective, but meat lacks the social stigma, obviousness, and need for maintainance.
Anyways, replicants, genemods, and the like do exist (they're a staple of the genre), though they generally stop short of UNSTOPPABLE ARYAN UBERMENSCHEN WHO CAN LEAP TALL BUILDINGS IN A SINGLE BOUND. Generally speaking, clones are either bodyguards for rich people, test subjects because they have no civil rights, creepy child surrogates for scientist dudes, or plot devices.

I'm rambling, but yeah sure you can totally play a weird genetic experiment/clone/replicant/whoever. Go crazy.
Forsythe, I'm fairly sure you aren't the GM. Also, you seem more than a little obsessed with combat. Just chill out, okay?
I mean, after all, what's the point of knowing it? It'll be a last-minute save IC anyways since no-one knows about it. Unless, of course, someone "just happens" to have a counter for it.
