It is with a heavy heart that the United Republic of Great Britain and Ireland must declare war upon the Qing Empire and the Empire of Japan. The Japanese Empire has made no movement to accept the talks of peace we offered and though private talks were held with the Qing in Berlin, the nations of Europe and the Qing found ourselves at an impasse.
