Chainswords are never standard unless you are an Assault Marine or a Tyrannic War Veteran.

They are super cheap to requisition, so it shouldn't be a problem at all.

I have a feeling that it is going to be a long time before we have the renown that would be reasonable to wield something like that. Whatever the hell that is.

Um, no. Any marine can requisition any piece of wargear as long as they have the right renown for the gear.
