Physical Attributes: Despite his size, Toto has immense strength and speed after his body had gone throgh rigorious training. His strength and speed is well above your average Lieutenant, capable of taking down other Lieutenants with ease if it was required. Toto is also an extremely agile person, able to bend his body in inhuman shapes and manners, while still keeping a smile.
Life Return: Through an unknown means, Toto has gained the ability to use Life Return. His exact skill and duration he has known it for is unknown, as he has only shown the ability to use one skill with Life Return. But many in the CP believe the reason why he is able to bend his body into such inhuman shapes is due to Life Return
Rokushiki
Toto has shown the ability to use practically all but 1 form of Rokushiki and is profiecient with most of them while others he has mastered.
Geppo: Toto has become quite proficient with Geppo, able to use it with just 1 leg. He is also able to use it with his hands if he so wishes, in case people try exploiting the weakness and subduing his legs.
Tekkai: Tekkai is one of the skills he has mastered, capable of using Tekkai Kenpo which is a feat by itself. He is still flexible while using Tekkai Kenpo but not as flexible as he usually would be. Toto is also able to use Tekkai "Go", the strongest form of Tekkai. When using this Toto is completely immobile but his defenses are at their absolute peak.
Soru: Toto has yet to bother mastering Soru, but is still very proficient at it. He can move great distances by using it and able to escape fatal blows by a second. He has also learned how to use Kamisori, a combination of both Soru and Geppo. He has even taken it up a notch by combining Kamisori with Tekkai, which he hasn't really named since he's yet to fight a powerful opponent.
Rankyaku: Toto always found Rankyaku interesting, but never really bothered mastering it. Regardless, Toto is still proficient at using Rankyaku
Shingan: His skill with Shingan is at a near master level, capable of using multiple variations of Shingan such as Shingan Oren and Tobu Shingan. Toto has also invented a whole new technique, involving Tekkai and Shingan. By keeping his palm straight and extendng his fingers out so they somewhat represent a blade. Then by using Tekkai in conjunction with Shingan, Toto is able to use the tip of his five fingers like a blade. The technique is called Kengan ( Blade Gun ) and is more dangerous than Shingan.
Kami-e: For some unknown reason, Toto's best skill from Rokushiki is Kami-e. His skill with Kami-e is at a terrifying level, able to evade a massive crowd all attacking at once with ease, and even capable of delivering counters while using Kami-e. His greatest skill is Seimei Kikan: Kami-e Bushin, his body growing even skinnier and far more faster than before, along with more agility.
Personality: On the outside and a regular basis, Toto acts to be a preppy and goofy marine. He's always seen with a smile and usually haves something to say. He acts to be rather weak and clumsy, somewhat of a dunce. most of the crew members question why he's a Lieutenant and wonder if he's crazy. Little do they know they're right. Around Levitt Senpai, he tries to act like the ideal marine. Obeying orders, even if it meant killing a fellow officer or innocent families. When others order him to do something, he usually looks at them with a genuine smile and tells them to back off if they want to live. It usually works.
On the inside, Toto is absolutely crazy. Erractic and twisted, Toto finds pleasure in killing people. The only reason why he joined CP was to kill people legally. He is a rather talkative person when his inner self comes out and always tries to get in his opponents head., so they can come at him when their killing intent is at its greatest.
Toto is capable of switching up his personality whenever he wishes, in case a higher up comes onto the vicinity.
Bio:
Toto was born into a poor family, with nothing to show for. They tried to keep up a false image but on the inside the family was falling apart. In hopes of having some type of hope, they decided to have a child. And then he was born, Toto. A child that resembled none of them at all and seemed like he was a miracle. On the contrary, it was the opposite. Toto wasn't entirely "all there" for his childhood, killing insects as a young kid. Then animals. He felt a thrill from it, the blood rushing through his veins made him kill more and more. He realized he loved killing. The more he did it, the more of a thrill he felt. But animals weren't enough, they were never enough to fill his bloodlust. Only one thing could. Humans.
He soon realized that his parents had grown detached from him, realizing he was a devil incarnate. As a child, he left his parents with no remorse. He did leave them a gift though, they were his parents. So he left them with a burning house, delightfully skipping away as they screamed his name. He was 10 at the time. One year later, he joined Cipher Pol through unknown means.
His life while in Cipher Pol is veiled in mysteries. His name, origins, history and entire existence was deleted was deleted while in Cipher Pol. He was given a new code name, Ichi. A few years afterwards, he gained the nickname Ichi the Killer. He spent the majority of his life after that in secrecy while on Cipher Pol. Little is known but it is believed that he was in CP8 or even CP9.
A decade after joining CP, he came across a peculiar person while on a mission. A man called Levitt. He concealed his presence while he followed the man one day, and became infatuated with the man. He followed him in secrecy and grew slightly obsessed with the man. He found him to be extremely interesting and admired him from a distance. He knew no matter what he would join this mans crew.
After a year, he was strangely dismissed from Cipher Pol and placed within the Marines. Shortly after, he joined Levitts squad.
