I think the White Company would be down to meet most people straight away except the AI and possibly the UED once they realize that they are xenophoic and use AI
Appearance Description: Stand at 6'4 weighs around 200. Blue eyes though one is a cybernetic, black hair. Various scars from where he has been shot,stabbed burnt, most of them are on his chest or extremities.
Personality: Among his squad he was known for been honest and telling them what information he knew about their contract. They knew that if that had a personal issue they could go to him and wouldn't have to worry about him telling everyone. When they had a contract to complete Elijah was known to be very professional and didn't have any shady dealings such as participating in slave raids or drug dealings. He was loyal to to his own. Has a no man left behind mentality. Treats the people he works with as family. Though one can't be a goody two shoes for long in the mercenary business. To his foes he was known to be callous, would even extort to torture if necessary. Not afraid to get his hands dirty.
Backstory: Elijah was born on Demeter, Humanities first extrasolar colony. By 16 he was found to have biotic capabilities from there he joined the Alliance military as a adept. After doing four years he left to wander the galaxy. He eventually found himself in the company of a starting mercenary corporation. He made his way up the ranks till he reached the rank of Lieutenant. After working with his team for a few years they decided that they should leave there 'private security' corporation and become a band of bounty hunters/ small time mercenaries working with planetary governments/ wealthy individuals. Eventually his group even got featured in the extranet magazine Badass Weekly which increased their profits by a considerable amount.
Traits: Combat Veteran- Through the years of being a mercenary, Elijah has become very proficient at using his weapons and abilities to complete his contract.
Leadership- Being in a Lieutenant in his mercenary company, Elijah was put in charge of a squad of other mercenaries. Through this he was taught how to lead them, inspire them if necessary, and how to develop a sound battle plan.
Medical Knowledge- You don't survive long without being able to patch yourself up or others.
Mechanic- Has a reasonable understanding of how things works and is able to repair or maintain equipment. With a omni-tool he's able to hack into simple programs.
Physically Fit- While not the strongest or fastest person. Elijah is stronger and able to run longer than the standard human.
Powers: Biotic Powers- As a biotic, Elijah has learned several different offensive and defensive abilities. His most iconic offensive biotic abilities are- Lance, Warp, Reave and Flare. His two defensive biotic abilities are Biotic Protector and Backlash, and stasis.
Tech Powers- During his years as a mercenary, Elijah has found that while biotics can solve most problems they can't solve every problem That's why he has learned to supplement his powers with a few tech based ones. The five tech based powers he uses are Incinerate, Overload, Cyro Blast, Flamethrower, and perhaps his most favorite one is the Omni-Blade

@Mister Thirteen perhaps some type of shotgun? and the only other thing I could think of is perhaps a slug thrower for a assault rifle. Also for a edit when it comes to the laser carbine. I think it would need more rounds per clip. Since as a police force you want to be able to spend more time shooting then reloading. maybe like 25 shots or something. Otherwise our characters would have to carry a lot of ammunition in a firefight
History: Cieran was born on Earth's first extrasolar colony Demeter. His parents moved there from Scotland when they got married. As a child Cieran's days were filled with taking things a part and putting them back together. One could say he had a pretty normal childhood. Made some friends, graduated high school, fell in love, had his heart broken, ya know the usual.
Unlike his friends, Cieran decided to join the System's Alliance Marines. During his service he was trained as a Combat Engineer which he excelled at. During his first four years Cieran spent most of his time repairing and maintaining his units equipment or training operations. Nothing of note really stands out except him picking up rank to Service Chief. When he came up for reenlistment, Cieran stated that he would gladly reenlist as long as he could be assigned to the 103rd Bridge Burners. His term were easily accepted.
A few months after be reassigned to the Bridge Burners, Cieran's unit received their first mission. They had received intelligence regarding a nearby pirate base. His unit's job was to make a breach in the pirate fort then to hold position and wait the main battle group to clear the fort. Their mission was a complete success with only one injury.
The next three years of Cieran's service past with a quickness. The only things of note were in picking up Gunnery Chief then Operations Chief meritoriously. After his service was over, Cieran moved back to his home world of Demeter. He stayed there for nearly a year bouncing between jobs. From working as a bartender to a engineer assistant. He eventually came across an advert for a mercenary company called The White Company. After he did some more searching about said mercenary company. After a short interview he was accepted into their ranks. For the past four years he has served under the banner of the White Company. From raiding slaver strongholds to guarding frontier colonies.
Personality: Cieran treats his word as gold. If he says he'll do something you can bet your life that he'll do his damnedest to get it done. When not on a mission he can often be found enjoying a beer and a nice smoke in some quiet corner. Doesn't like walking blind into something. Does his best to get as much information as possible. Does his best to keep a neutral face for if one gives away their emotions they can be as easily as a book.
Has become desensitized from his time working as a mercenary and his time in service. Can be described as a pretty friendly guy, always willing to listen to people problems and offer advice if he's able too, though like any guy doesn't like to talk about any of his problems. Has a dry sense of humor.
Still holds onto the childlike wonder of traveling to new worlds and seeing the stars.
