So, I used the point-buy system (12 points, no higher than 15 without racials if I calculated that right), and here she is:

Expertise - Sneak and Sleight of Hand

Background (bare bones atm): Cecelia was a Spymaster, but her organization was scattered due to monsters. She's looking for a central base to reestablish her organization
Cecelia finally makes her way though the huge town, which was much more sophisticated than the elven forest she'd been used to. Keeping a hand on one of her daggers at all times, Cecelia slinks through shadows and out-of-the-way areas as much as she can. The huge crowds at the market made her nervous. Finally making it to the Guild her tribe had sent her to, Cecelia opened the doors and stiffened. There were just as many people, of many different kinds, inside the guild also. Frozen at the door, Cecelia finally made herself move towards the crowd of people at this Guild.
Still working on the numbers side, but here's the basic layout for my character:

Cecelia
Dark Elf Rogue

Weapon: Dagger (wanting a parrying dagger in offhand, but not sure on price)

Going to max Dex and Cha as best as possible
@Kryosky Only one note lore-wise: sorcerers are attack-heavy, so Stone Wall wouldn't be a logical power for one who's attack-focused, but I'm fine with it if you are.
