Does the arena multiverse ring any bells Khan?

Is it alright if I personalize their military a bit as soon as I pick them up, or is that something that would have to wait and be done IC? Mostly it would just be a better outline of troop composition and outfitting, as well as the composition and role of mages in the Legion.

Though I'll be unable to edit the original NS for them, so I'm not sure how I'd go about that... Do I make a new nation sheet for any changes I need? (Such as alliances and heroes and such as they come about).
I'd like to pick up the imperials since darkwolf dropped out. I've had my eye on this RP for a while now, waiting for a good opening. The Imperials seem like as good an opening as any, especially since they've been modified to fit the roman stratagems a bit more.

Can I get a synopsis of what's happening with Cyrodiil right now and in the recent past? Links to relevant posts would be better, but that's a lot of work for you guys (almost as much as it would be for me reading through 8 pages of backstory, though I will read as much as I can).
Finally! He smiled in triumph as she bolted forward, bolted of course being a relative term. Had she been an otherwise normal human it would have been extremely impressive, but neither of the people on the roof were anything remotely close to normal. They were so far from normal, in fact, that 40 mph was merely a brisk walk compared to what he guessed her top speed was. And what he knew his to be. Unless he completely missed his guess, she was still holding back. Poking at his defenses to find out what he was really capable of. Unfortunately for that tactic, she already knew he was fast, and that's all he would need to turn her attack to his own advantage.

Stepping forward and to his left, and keeping his right foot where it was, he widened his stance and crouched lower, dropping his head below the level of the strike. He didn't stop there though, and extended the staff as he gripped the base with his right hand, using it as a pivot to send the far end driving toward the right side of the girl's ribcage with enough force to crack bone and create an electrical jolt strong enough to give her heart and lungs a moment's pause.
I have some character ideas that could work well for an RP like this. Is there anything more you can tell us about the setting?

Which would look cooler, so you'd get some bonus points in the awesome department at least. ;)
He means that unless you have telekinesis or superhuman durability, slowing time or moving superhumanly fast won't help you in catching a bullet.

Unles he has a slow time spell that you failed to mention in the CS (making it unusable) or has a telekinetic field type of defense, there's no way he's fast enough to grab an individual bullet after it gets fired, seeing as superhuman reaction speeds also wasn't part of his repetoire. Even catching an arrow is pushing it, but still within the realm of possibility.
Would knowing that ahead of time determine whether your character uses it or not? If it would, then you shouldn't ask. You can't use any information in a fight that your character couldn't know, so while YOU may know something would or wouldn't work, your character wouldn't and thus that information would be completely useless to you.

And using it anyway would be PGing.
