Do you want to do a Mass Effect 3 1x1, that starts when the Reapers invade Earth and we play tons of characters with subplots to play out (I don't want to stick to humans, when we can play as turians or asian)? Just like Game of Thrones, but in the Mass Effect setting.
The Sanctuary City of Kirhall - Failed State - Wernher
Faction Name The Sanctuary City of Kirhall.
Faction Type
Faction Main Base of Operation Kirhall.
Faction Goals (What is to be achieved, your own victory conditions if you will... but remember that the world goes on around you.)
Faction Composition (Not as much the number as the member's general religious, ethnic and cultural identities.)
Initial Assets (Things that go out of the ordinary that your faction has managed to aquire, that can range from 'Significant amount of members' to more specific weapon assets or off-shore money as well as foreign support. All of this is veto'ed by me.)
Methods of Operation (Do people have a lot of freedom of action? Is the leadership centralized? Right now, are people ordered to attack government forces or to evade them?)
Faction History (Can be short or long, how your faction came to be? Did it already have run ins with the government? Etc.)
Faction Leadership (The decision makers of your group. Take note that a lot of people will die and a satellite guided cruise missile can quickly decimate a leadership. Expect people to come and go from that list so if you have a 100% centralized leadership expect your orders to be followed to the letter, but with a certain vulnerability to decapitation strikes.)
Faction Eyes (To describe battles, you can hardly do so from the eyes of a leader as not to risk him. These people are small timer grunts, civilians sympathetic to the cause. You can be brief about these people and hey, maybe include a few grunts destined to be upgraded to leadership later.)
Type of Government Dalatrum is a constitutional monarchy, where the ruler is restricted by the Constitution of Dalatrum. They are tough on what kind of powers the royal family is able to have. They are only able to to consulted, advise, and warn parliament when there's an important matter going on. They can't even declare war without parliament's approval and the majority of them are against another war. Parliament would rather focus on expanding Dalatrum's colonial empire than going to war. Because of that, they are very friendly with most of the nations in the world.
Heads of Government King Edward IV and Queen Margaret I rule the country as a whole. They both hold the powers to consulted, to advise, and to warn the members of parliament; however, their power is limited by the constitution. The real heads of the government is Parliament, even known they don't admit it to the public. The ruling political party will have more power until the king's and queen's banner. In reality, the royal family is there for power and influence from parliament. And the current political party is against going to war against any nation.

Culture The nobility of Dalatrum believe that status and appearance are as important as owning tons of money. The Dalatrum culture is renowned for its infighting, with every family engaging on some level in what’s known as the Grand Game, or simply The Game. It's a term applied to the politics and machinations of the nobles, political official, and even rulers of Dalatrum. The politics is an incredibly complicated "game" or "dance" of intrigue, seduction, ambition and scandal, an approach to politics, high culture and morality that is quintessentially from Dalatrum. The political and familial infighting that characterizes the Game is common in the country.
The Game's purpose is one-upmanship of rival aristocrats and the rules is simply this: all is accepted as long as the player is not caught, up to and including murder. Paradoxically, however, though direct culpability is undesirable, credit and recognition are demanded. Indeed, an individual known as a skilled player is granted discreet respect among his or her peers. Due to this tension the Game is a losing proposition for the uninitiated, and it is said that more blood is spilled in the Game than in any war in Dalatrum's history.
The lower classes are believed by the nations beyond Dalatrum to resent the Game that ostensibly keeps them demeaned. However, most peasants desire to ascend as well, and the vain hope of accruing a generous patron or sufficient funds to gain a title of worth makes them surprisingly accepting of the Game's excesses. It is much less of a meritocracy than it appears, however, and the Game frequently sorts the wheat of Dalatrum society from the chaff.
The nobility is prone to wearing very elaborate masks during these events. These masks are hereditary and identify one's family almost as uniquely as the heraldry on a crest: a family might be associated with a lion crest, and matching lion masks will identify them in public. Retainers and servants wear a simpler form of a family's mask. Family symbols are well known among the public eye, and anyone attempting to wear a mask that doesn't belong to their house runs the risk of a quick death if discovered.
Wearing makeup is another popular tradition for both men and women in the country. There is both masculine and feminine makeup, although outsiders have trouble telling the difference. Makeup can be a strong indicator of social standing. The quality and rarity of one's makeup—uncommon hues and consistencies are prized—speak volumes of one's status.
Religious and other Beliefs There isn't an official religion to the royal family or political officials as they stay away from religious topics. But, the people believe in different kinds of religions in the country. The most popular religion is that there's only one God, that created the planet and the body of water. But, most people don't have a religion to follow.
So, as we all know, the U.S. Supreme Court recently legalized homosexual marriage nation wide. So a thought came to me, if two males or two females are allowed to get married on the basis of rights and equality, why can't say, a brother and a sister get married (hypothetical, I'm not into that stuff)? Aren't they equal too? Don't they have the right to get married because they love each other?
I'm not here to criticize or draw lines in the sand or anything, sorry if I'm insulting you but it's not my intention, it's an honest question with no malice behind it.
If you want to fuck your sister/brother, go ahead and move to a state/country that allows it. Plus, like the others said there's issues with a brother and sister have sex. Tons of issues that you don't want to deal with.
Homosexual couples don't have any issues and they are just like any other couple out there. Didn't you learn about the risks of having sex with your sister/brother in school or somewhere else?
