For future interest, I can probably provide an IC summary to make things easier.
Posted the time skip and some ammo for people. You all can NPC your encounters, NPC an encounter for someone else, or if you want I can step in. Just say the word, but the default will be you NPCing your own encounters as needed.
Minor time skip + NPCs

Town group

Markus and those riding alongside have arrived in town, with everyone given tasks that will allow some dividing up. While Marrec will stick with the Ulfric, others can shop, mingle, whatever. Since winter arrived in Odessa, new faces have appeared, showing watchful eyes as they witness the arrival of the group from the mountains.

Sacred Grounds group

Those on sacred grounds duty should have reached the Lupanar as a group. Not far off, a woman with red hair lurks, eyeing the Lupa with a hungry gaze: to remove the Lupa would weaken the Ulfric, and this is a desirable outcome. She is not easily noticed, as she wears the scent of a plant that efficiently obscures her own scent, and she is a worthy hunter – she is the woman who killed Ted and Susanna. (BlackCat's character - NPC).

Patrol group

Some of those on patrol will find themselves faced with a large, female werewolf who is acting both aggressive and confused, flinching from unknown pains and frothing at the mouth. Her features slip and slide as if she can't maintain her lupus form, sores apparent scattered over her body. When she spots the other werewolves, a deep rage casts a red haze over her eyes and she springs forward, showing impressive speed and size as she seeks to kill those who offend her with their sharp scents, loud noises, and hot, throbbing pulses.
Hmm.
I think so. It wasn't intentional originally - I joined RPG, would leave for a while, would forget my username/email combo, and would just recreate a username. Repeat. After I made this username, I started hunting for my old ones and eventually found them. Now it's nice because if I RP in one thread with a person, their opinions don't weigh in if we join a second RP together... or whatever. I think the usual concern is someone being psychotic or abusive. When I post in the introduction sections, I usually admit to having been on before under a forgotten username, and nobody minds as far as I'm aware.
-snorts- I have about 4 usernames I drift around RPG on. It makes it more fun for me.
Yeah, I decided to make her a bit older and give her a new face. Seems more interesting to me.

Thanks!
The PC antagonists. I didn't mean to imply there was a problem with the PC antagonists, by the way =P. Just that the werewolves still haven't arrived at town, so there's no natural meet-up, and one antagonist dropped out but didn't tell me.
Right, I am back. I messaged @The Emperors Blade 2 days ago, but he has not been present for 4... not a lovely thing from a Co-GM, to be sure, and until I'm provided a decent reason, he will no longer be considered co-GM. If anyone feels they can provide a stronger presence and interest in this RP's survival, please say so.

Who is waiting on who?

TIME SKIP: assume everyone is at the Lupanar/sacred grounds and in town wandering about on various errands. This will allow people to move around Markus and perhaps provide stimulation. If anyone has alternate suggestions, please provide them. Pending knowledge of who is active, I may do a minor time skip or something more substantial. Consider the RP presently on hold.

I'm pretty sure several people have lost interest anyway, so I'm going to go ahead and PM everyone. Once I have the active list, I'll update the first OOC post and perhaps open the RP to fresh blood. I will also instigate a plot point, since apparently the natural one that should be occurring between the werewolves and antagonists is simply not happening.

From here on out, I may be more strict in terms of posting frequency, if your lack of posting is in turn inhibiting another player. I did ask for posting every 24 hours, but since my own co-GM couldn't follow that, I will simply reinstate a timeliness rule and start issuing warnings now: please post every 24-36 hours and provide us warnings when you cannot. If you can't post, get your character out of the way. If I find you are not posting in such a time frame with no warning or side-lining your character, I will issue a single PM warning and afterwards you will be removed from the RP and your character NPC'd until death.

Is there anything else I ought to address?
@ViolentViolet

You should be able to determine that by reading most of the posts.

I'll be out of town for the next week, all. Mind @The Emperors Blade please! Hope all stays awesome. Sasha, Marrec, and Sam, can be gently NPC'd or ignored for the time being.
