My main thoughts are more about character development. People choose what villain they want to portray, and they express their views and thoughts to each other. Of course, they all HATE Batman, maybe that could be their common interest?
If people have their favorite bad guy, then they have their own opinion on why they do the things they do. For me, Harvey Dent gets scarred not just physically, but mentally. His thought process would be as follows,
"I just got scarred for life! I've spent most of my adult life defending the innocent from evil, yet I'm the one who gets attacked! The police here in Gotham are terrible at their job! They depend on some weirdo in black tights and a bat-suit to keep order. What type of joke is this?? I've put more criminals behind bars than this cross-dressing, fancy dress freak has done ever since he first tried on latex! I've stood up to the hardest criminals in this town, I've taken an acid attack to the face, and I'm still living to tell the tale.
This Batman can go back to whatever dark Cave he creeped out from! Screw the Dark Knight! Gotham City's White Knight has now turned Grey!
