Pictures are acceptable as a base, foundation if you will, but unless a character can be exactly described by every attribute of the picture then I recommend you add a description in text. I find that this brings you deeper into a character, as you are molding them around your imagination, rather than around the image on your screen.
It doesn't have to be long, but enough to be human.
If you have characters in mind, please don't post CS's. I'd like you to post in the IC first, so that their actions will speak loud enough for their character to be engrained.
