I believe that though Impa is stubbornly a defendant of the royal family and its name, she would avoid a fight that would be both uncharacteristic for a sheikah and dangerous to onlookers in the street. I don't know if Sheik, being younger, would have the rashness to fight.
By no means looking to rush the story, but there IS a plan to imperil the world, correct? Just wanting to make sure.
Impa watched solemnly from the rooftop of Hyrule castle, underneath an arch which sheltered her from the downpour. She’d been watching the market. Vendors selling wares, town-folk taking refuge from the deluge. Children playing, and mothers scowling; everyone reacted to the rain in their own way. But her watchful gaze did not linger on these, for she was scanning the town sprawled before her. Years of training rended her the ability to see the unusual from such a distance- if she were to scrutinize so closely.

But today was not a day for that.

Today Impa looked at the shadows. Under overhangs, dark alleys, rooftops of establishments. She scanned the darkness. There in the shadows she saw movement, dark figures moving stealthily. She wasn’t alarmed by this. These were her agents; the few remaining sheikah serving the royal family. As their superior, they reported to her. All happenings, all gossip, all rumors, all that could be heard- she heard. It wouldn’t be long until she received a report.

In the meantime Impa’s thoughts turned to princess Zelda. She’d noticed the stress bore upon her shoulder. It pained her to see her youth put upon such a strain, but it made her proud to see her growing into a fine queen. Impa sighed. She wished she could be with Zelda, but her duty was to the king. Impa had to watch for him, in the case of any attempts made for his life. She stood up slowly. It was about time she checked up on the king. Impa looked up. There she saw an open window in one of the tallest turrets. Impa nimbly climbed the old stones, quickly making her way towards the entrance. Upon reaching the tower, she slipped in through the window, and made her way towards the king’s chamber. Perhaps one of the chief doctors could brief her on his current condition.
