Welcome to the world where the rich rule over the poor with an iron fist, where the cities are built vertically with the rich literally living above the poor. If the elites of society are out to ruin the day of the countless impoverished, you'd better hope you're not among them. If they're feeling abnormally merciful, the sprawling slums at the bottom of every city's food chain and layout may actually have a pretty good day ahead of them. Where you live - and by effect,
how well you live - is determined by the top of the top; the Chair of each different city. Why not rebel, right? Why not just round everybody up, since the rich would be easily outnumbered? Well, they've got something the poor don't, besides money. A neat little piece of technology called a Battle Chip.
What does a Battle Chip do? You see, these were weapons developed so that humans could wage war
without countless casualties every single time. Different Chips are built on different Levels, rising from F all the way to S. Typically, only Chairs have S-Level Battle Chips. "But, you still didn't say
what they did," you might be thinking. That's because different Chips do different things, depending on the specific model. Some Chips just enhance a person's abilities, or grant them entirely new ones that would otherwise be deemed impossible. Some Chips summon a monster to aid the user in battle. But without a Battle Deck - the thing you install your Chip in - there's no way to use it. Effectively, the owner of an S-Level Chip would be incapable of even fighting an F-Level without his Battle Deck.
How are Battle Decks distributed? At the Chair's discretion, of course. The Chair controls who gets a Battle Deck, what Level and type of Battle Chip they'll get, and this often leads to an elite few getting A or S-Level Chips who devote themselves to enforcing the local Chair's nigh-tyranny. So what about the people who don't have Battle Decks, or Battle Chips for that matter? Naturally, these are the ones put in the lowest stages of the cities, and they pretty much have no real choice but to put up with it.
That's not to say this is an invincible rule, of course. Sometimes, a person with a Battle Deck might go rogue, or lose it just for somebody on a lower stage of society to find it. There have been uprisings before, but they always go down pretty quickly. Sometimes somebody from the slums of the city can rise up through the ranks in town - typically through the local academy - and go from having no Battle Chip to being the owner of an A-Level Chip. They typically lose themselves to their newfound lives of luxury, however, and often forget about the poor they left behind. But whether you own an A-Level Chip, have no Battle Chip whatsoever, or are a personal friend of the Chair him/herself, you're a resident of this city, and a student at the local academy.
While most of the stuff you need to know was explained up above, there's still a few technical things to be noted.
First, Chip types.
Enhancement Chip: Enhancement-type Chips are Battle Chips that increase one or more attribute of the user. These only cover one attribute until C-Level, but note that the more attributes get enhanced, the less they'll be enhanced.
Ability Chip: These kinds of chips are popular with users of B-Level and above. These grant the user a unique power, such as casting fireballs or breathing underwater. No Ability Chip grants more than one ability, except for S-Level Chips that are purely Ability-type. These begin appearing at C-Level.
Summon Chip: The rarest form of Battle Chip, Summon-type Chips are used to summon a monster or weapon to aid the user in battle. The power of the monster depends on the level of the Chip, of course.
F-Level: Nothing special here. Entirely composed slight enhancement of a certain characteristic.
D-Level: Obviously just above F. D-Level chips are only enhancement chips like their F-Level cousins, though D-Level nears the top percent of what a human can do without a Chip.
C-Level: This is where unique abilities begin appearing. Though generally not too terrifying, they're still on par with other C-Level Chips. If not an ability Chip, it's a Chip that will enhance an attribute of the user to almost superhuman levels.
B-Level: Abilities grow stronger, and enhancement chips reach superhuman status. This level of Battle Chip can be likened to the typical comic book superhero.
A-Level: Summoning Chips appear here. Ability Chips reach stages akin to major video game bosses, and enhancement Chips - quite predictably - go above C-Level.
S-Level: No matter what form of Chip comes from S-Level, rest assured it's the best. These typically combine two types of Chip, such as Enhancement-type and Summon-type.
Finally, a few terms you might want to remember later.
Activation: Obviously, the act of causing a Battle Deck to commence functioning. This is done by attaching the Deck to a special wristband, armband, or belt, causing a small puncture in the user which gives the Deck the blood it needs to function.
Blood Registration: A Battle Deck seals in its Battle Chip after its initial activation. This activation is caused by a blood registration, which consists of the Deck scanning the DNA in the blood of whoever activates it first. Doing this causes the Battle Deck to only respond to the person that registered for it. It's possible to hack a Battle Deck so that the registration is undone, but this is a very complex and dangerous process.
Override: Using a Battle Deck requires energy on the user's part. Though the name may suggest the user taking full control of the Deck, it's more akin to the exact opposite. Expending too much energy at one time can and often will cause a Battle Deck's power to temporarily shut down the majority of the human brain. This is marked by a period of unresponsiveness, berserk rage, and behaviors the user may normally never show.

Description: This F-Level chip enhances the user's speed and acrobatic ability skill upon use. Since it's an F-Level chip that enhances two attributes instead of the F-Level standard of one, the changes in speed and acrobatics are barely noticable. That's not to say they're not there, though.

Description: An F-Level Battle Chip that enhances the user's regenerative speed. This doesn't nullify pain, however.
Dragon's Mouth

Description: The Dragon's Mouth Battle Chip is a B-Level chip that grants the user the ability to breathe fire like a dragon would. By association, this also means their mouth can withstand ridiculous temperatures while the chip is active, but given this side-benefit is pretty much useless in battle, it's only good for consuming copious amounts of hot sauce at one time. The flames themselves are just as hot as any self-respecting fire would be, and the exact range of the fire breath is estimated at about twenty feet.
Spirit Double

Type: Summon
Description: Spirit Double summons an exact replica of the user upon activation. Their physical parameters, personalities, behaviors, and thought patterns are all exactly the same, effectively allowing the user and the double to strategize without any communication. However, this Chip is more strategic than anything, and it requires thought-out double attacks and knowing your enemy to win on an even footing with this Chip, especially against Enhancement-type chips.
Atlas Fist

Description: As an S-Level Chip purely devoted to the enhancement of physical strength, Atlas Fist is effectively the most powerful physical strength-enhancing Battle Chip. Even simple actions such as opening a door can destroy the item in question, and the exact limit of the strength Atlas Fist provides is currently unknown. It's proven to be easily able to overcome any obstacle by simply smashing through it, as well as being able to block most physical attacks through sheer muscle density.
