To play the devil's advocate here, wouldn't some survivors with knowledge of ammo production have done something to recycle their ammo. With whatever they could get their hands on, that is. There's by no means gonna be production like there was before the apocalypse, but certainly there's gotta be something, even in Europe where there were restrictive gun laws.
