How strong is this control?

He can generate small electricity bolts. He can only do a limited amount of it before getting too tired from it. He is also immune to any type of electricity. He can just barely change the path of a lightning bolt by about 10 or so feet around where it would strike. He has a few little other stuff he can do, though they aren't useful in battle.
