Personality:
Phoebe is a quiet girl, giving off an air of general indifference at most times. This tends to lead others into believing that she's a jaded, perpetually annoyed cynic. In truth, she is simply a very shy individual, and has no idea how to deal with people. Any conversation with her will usually end with her flustered and embarrassed, and finding a weak excuse to make her leave.
The few that she's grown close to in her life know of her clumsy, kind, and insecure nature. When she speaks comfortably, she is soft-spoken and thoughtful -- still shy, for certain, but able to speak her mind.
Her reasoning for keeping so closely to herself is that she figures (somewhat irrationally) that trying to have a conversation with her awkward-self is unpleasant and something that no one would enjoy. Keeping up the appearance of always looking annoyed seems to dissuade others from approaching her, saving them from an awkward interaction.
Her desire to help people is strong, but even if she sees a stranger in need, she more often than not doesn't intervene, as it would mean having to interact with people. In the end, her fear of misstepping and earning the ire of those around her severely holds her back.
Battle-Style:
Phoebe and her Framework act as a support/sniper hybrid. She excels at mid-to-long range, and her way of supporting her squad-mates is to cripple and slow down the enemy.
Hospitalized Special One:
Phoebe's older sister, Melissa, was hospitalized after she was pinned under debris. The two were born not even a year apart, so they had a very close relationship. Melissa was the more outgoing of the two, and always stood up for her younger sister, meaning Phoebe admired her greatly.
Background:
Phoebe was born to two respected military researchers, with a sister, Melissa, only eleven months older than her. The four originally lived on a far-out colony, primarily military.
Phoebe's parents were overachievers, and they expected the same from their daughters. They were strict, only showing affection for the girls when they excelled at something. At first, this was fine -- both Phoebe and Melissa seemed to be gifted children. They were both well-liked and outgoing, and were always having teachers gush about how smart they were.
This changed when the Cruxi attacked the colony. The only one to suffer a major injury in the family was the six-year-old Phoebe, who's right arm and leg got caught under a collapsing wall. The family, along with the help of nearby soldiers, were able to get her out and escape the colony with their lives. Unfortunately, Phoebe's ankle and foot were severely broken, as were her right forearm and hand.
The Evans were wealthy enough to easily afford a new home on another colony, but this move marked the significant shift in Phoebe's personality. She spent months recovering and in rehabilitation, and when she finally was able to go back to school, she found herself surrounded by people she didn't know. It also didn't help that she walked with a noticeable limp and had a scarred right hand.
As a result of all this, she became reserved and timid, rarely speaking to anyone but her sister. As the years went by, this snowballed, until she found she had no idea how to interact properly with others. Her grades were also far below her parents standards, leading to them not necessarily shunning her, but certainly not paying much attention to her.
And then, nine years after the first attack where she had been injured, the Cruxi invaded a colony that housed the Evans again. In an awful twist of fate, only one Evans was injured once again -- this time it was Melissa. Phoebe's older sister lost both her legs and suffered a spinal injury. It was a miracle that she got out alive out all.
Melissa was instantly dropped into a hospital, and would be stuck there for a long time.
Phoebe no longer had her best friend, so she spiraled into depression. She became little more than a walking corpse, avoiding any sort of human contact by day and staring at her ceiling at night.
A few months of 'living' like this passed before the military came knocking at the door. Phoebe learned that she had the potential to pilot a Framework -- that she might be able to stand against the Cruxi. Feeling something for the first time in months, she accepted the offer.
Other things:
Phoebe's right hand is still scarred, though it's faded slightly and her skin has smoothed out over the years. Her right leg is much better now, and so is her limp -- with a little conscious effort, she can walk normally. It does, however, start to hurt after a while of forcing herself to walk with no limp, so she tends to sit down often, as she hates showing others her limp.
Framework Name: Monarch
Primary Weapon-Type:
Fulgur Crown:
A ring that floats around Monarch, encircling it. The eight blades on the ring can move around and swivel in any direction, allowing them to act as a powerful shield. Their primary function, however, is to be used offensively -- Monarch can fire them off the ring at will, directing them at enemies. The blades are always connected to the ring by a rope made of tough, super-conductive, flexible metal. When a blade sinks into an enemy, Monarch discharges some of it's stored electricity, running it through the line and into the target. The goal of this is to temporarily paralyze the enemy, slowing it down and leaving it open to further attacks, though multiple blades in one target can cause serious damage.
The cords can be used to wrap around and tie up enemies, once again with the focus of restricting their movement.
The entire thing is operated through psionics, meaning it will not automatically attack and defend. The blades' effective range is very long, and the electricity used is created and stored in Monarch's frame.
Secondary Weapon Type:
Monarch is equipped with thrusters, which it uses in tandem with it's psionic abilities to achieve limited flight. In flight, it's maneuverability is low, and turning is near impossible, but straight-line speed is high, allowing the Framework to shift positions quickly.
Side-socket 1:
A frame-worked sized railgun pistol, which uses Monarch's stored electricity to fire explosive bullets at a far higher velocity than conventional guns can achieve.

A second rail-pistol.
Special Ability:
Sovereign Shock:
Monarch's built in generator kicks into overdrive, and it becomes a walking lightning bolt.
The Fulgur Crown multiplies into four, each with it's own set of eight blades. Thanks to Monarch's improved psionic power, the Crowns no longer need to encircle it. This allows the Framework to assist and shield multiple allies simultaneously, covering more of the battlefield. The sheer number of blades also makes tying down large enemies possible.
The massive amount of electricity that runs through Monarch in this state increases it's offensive capabilities and it's ability to slow down enemies, but the downside to this is that the pilot has some electricity run through them too. While Phoebe would at first claim the sensation to be exhilarating, like a strong shot of adrenaline, it quickly becomes too much to bear. On top of that, the Framework begins to super-heat, turning the cockpit into a boiler and putting the pilot through even more discomfort. The mental stress of using psionics to control the four Crowns and keep track of them all and the allies they are supporting adds up quickly.
Monarch can line up the four Crowns, which will funnel and focus an electrical discharge that is aimed through them, turning it into something that looks more like a laser beam than electricity. This is generally only worth doing when Monarch is at it's maximum capacity and ready to discharge as much electricity as possible, as taking the four rings off the battlefield means allies are no longer being supported. Once the attack hits it's target, the focused electricity spreads into the ground and out into nearby entities -- friend and foe.
All-in-all, Monarch's special ability has a massive amount of potential in supporting allies, but after about ten minutes of having the generator in overdrive, the cons start to outweigh the pros -- at this point, the pilot is being put through so much that they make constant little mistakes that add up. Past fifteen minutes, Monarch itself starts to suffer severe damage from overheating, and the pilot's life becomes seriously endangered.
