Nation Name: Durian League
Form of Government: Elective Council
Describe the System: The Durian League is a series of islands in a long chain each with there own regulations as municipalities. Every four to six years elections are held at each of the islands, those are elected are given a seat on the Durian Council. The Durian Council manages federal finance as well as fully directs the League in times of war or crisis. In order to run for a council seat one must've been elected in his home municipality no less than two times, thus to only allow those proficient in manners of state to run. Finally after the Council elections the previous Councilors must stand trial and prove themselves innocent of corruption and incompetence as well as provide all of their financial records for a public audit. Those who are found guilty are given light to moderate jail time and if their actions are deemed hazardous to the well-being of the league they are banned from holding any public office. Currently there are eight seats on the Durian Council for the islands of Solvinia, Mahlein, Veneral, Buhstana, Goringa, Menicia, Jur and Holseigo.
Location on Map: The Durian League is located far to the north-west of Edoniras in reasonably calm seas. Sadly due to it's distance from the main continent this leaves the Durian League rather isolated from international trade. (Note that this is likely to change when the map is presented.)
Capital: The head city of the Durain League as well as the location of the Durian Council is the port city of Kuhrast on the isle of Veneral and serves as the mainly launching point of the Durian armada.
Important Settlements: Durstana: The capital port city for the isle of Solvinia, best know for its massive lumber industry and holds the second largest fleet of the League.
Westler: The capital port town of the island of Mahlein Westler serves as the primary exporter of iron and steel to the rest of the Durian League.
Grana: The capital port city of the small island of Buhstana. While somewhat unremarkable Grana is situated at the south-eastern most tip of the island chain. Buhstanian ships are built light and fast so they may serve as messengers and lookouts for the Durian League.
Malone: The capitol port city of the island of Goringa the local government has invested heavily into public education and serves to provide the League with capable admirals, craftsmen and scholars. Currently the city is focusing on perfecting the "Iron Ship" but sadly have not had must success so far.
Servan: The capitol city of the larger isle of Menicia and the only capitol city not to be built on a cost. Servan has the largest amount of tillable soil of the Durian League and local infrastructure serves to store all excess crop yield in case of famine within the League.
Nuin: Capitol port town of Jur and also holder of the largest non-military fleet in the League. They hold a massive number of shipyards and drydocks that they keep in pristine condition but sadly have to rely of the other island for food and lumber as there island is rocky is ill-suited for trees of crops. Luckily this land is not wasted and the sheep herders of Nuin serve to supply the bulk of the Durian Leagues sails.
Bulan: The capitol city of the isle of Holseigo. Holseigo is another island who's main distinction is their location. As the central most island of the Durian League chain Bulan manages port and coastal traffic as well as to serve as inspectors for the League. It is due to their efforts that smuggling of illicit goods are at an all time low.
Description: How the islands in the Durian were first colonized is a mystery lost to time but it is through their cooperation that they have survived. Every island of the Durian League has its own distinct culture and customs with a few common threads shared between them, most notably of which is the 'Harbor Fairs' in where all the islands launch their fleets and set them to parade around the chain as a show of solidarity and of continued cooperation between the island states. The Durian League's official and only currency they accept is the silver rectangular coins known as 'Dans' since silver is the only precious metal they are able to mine from the chain. Each island has its own provincial government body that serves to manage issues of the cities and citizens while the Durian League itself manages inter island trade and more broad issues like public health and war. Because of the Leagues entire lack of foreign trade they have learn to be very self sufficient and focus on educating the populace on the importance of cooperation and collectivism.
Important Characters:Holeck Casteel / Head Speaker: As Head Speaker for the Durian Council Holeck is the united voice of the entire League when he addresses foreign ambassadors, the populace or military leaders. Holeck was voted into the position by his fellow councilors since he is the most experienced among them having served on the council for two years prior. With this position Holeck is able to propose bill to the Durian Council ahead of cue and any decision he make counts as two vote within the council. Holeck Casteel was born and elected from the island of Solvinia because of competence as a organizer, under his rule Solvinia has newer stronger roads, local fleets and militias have been doubled and his introduction of forestry rotation has increased lumber exports yet left the forests sustainable. He strongly believes in the Leagues solidarity and greatly distrusts the foreign embassies that have been recently set up the country.
Melissa Arineh / Minister of Foreign Affairs: Elected from the island of Jur this is Melissa's first term upon the council. Seeing the potential in the tourism industry Melissa Arineh has made it her mission to open diplomatic channels with the other nations of Edoniras. It is by her arguments in the council chamber that embassies have been allowed in the Durian League (with great restriction on location, size etc.) and that ambassadors have been dispatched back to the mainland. Melissa is young, capable and an excellent speaker, with her openness and great levels of patience she is usually the one to bring up matters of foreign policy.
Natalia Venteria / Minister of Defence: This will be Natalia's second time on the Durian Council. An retired admiral from Buhstana she brings decades of naval experience to the council. She has many old friends among the current admiralty and is wise enough to seek the help of others during times of war. Socially she is abrasive in situations of diplomacy, having little patience for flowery language. Yet she makes up for that by being a brilliant naval strategist and if it were not for her age of 56 she would still be on the deck of a Buhstanian galleon.
Traits: Small Army +2: The Durain League channels most of its able bodied populace into naval practices thus leaving any standing armies as rather lackluster. Generally the land armies of each island are nothing more than a police force kept to maintain public order.
Militia -1: Since the Durian League's armies are underfunded many citizens are enlisted to be trained in combat so that they may work part time as militia, thus allowing the government to have stronger local defenses at a fraction of the cost of a standing army.
Decentralized Army +/-: The Durian League's armada is comprised of the fleets of the various islands along with their given generals. This sort segmentation of the fleet allows for a quick response to any attacks on the islands but sadly slows down the process of amassing the fleets together into an armada.
New Age Ship Construction +/-: Due to the efforts of Malone the Durian League is at the forefront of naval technology and continues to advance at a rapid pace. Sadly these advances come at the cost to the League's treasury as a large fraction of the military budget goes towards prototyping new designs, many with mixed results. The "Iron Ship" is currently proving as the most costly drain on the research funds and has not yet shown any results.
No Merchants Today +4: What isn't helping matters is the Durian League's complete lack of foreign trade and investment due to their geographical location, lack of any 'exotic' goods and refusal to accept any currency other than silver. Luckily this has made the islands self reliant but the economy somewhat stagnant. (Increased Stability)
Multicultural -2: Because of the Durian League's history of cooperation each island is able to maintain their own distinct culture and as a result are very open-minded and respectful of other cultures. Occasional foreigners are easily welcomed and the Durian League are starting to develop something of a tourism industry.
State Controlled +1: The Durian League is only as strong as its weakest link; Therefore the Durian Council heavily regulates the economy so that the public benefits from the market rather than the merchant class. This further discourages foreign markets from getting involved with the isles and stops the economy from surging as a result of new markets or innovations.
Poseidon -6 (S): The Durian League is a nation of sailors, fishermen and mariners. There economy, defense and way of life rely upon their ships. Durian sailors are fearsome on the sea and are celebrated by all of the isles. They strive to innovate in ship warfare, construction and efficiency. United the Durian Armada, also known as the 'Armada of the Free Isles,' is a powerful force to be reckoned with.
Ships of the Line -2: In order to deal with unemployment the Durian Council funds 'Public Works' and channels all this unused manpower into building grand ships that either are kept as monuments or are employed into the general navy. By keeping a small portion of the budget for these public works the Durian League is able to reduce crime by providing those without jobs a source of income as well as build both national pride and create monuments for a budding tourism industry.
