Zmerr doesn't go very far from his home so it's very easy not to notice something like that if it's not close by. I would assume that EmFell isn't too terribly close because, If Zmerr had heard a dragon roaring every other morning, he would go out of his way to camp out on the exact opposite side of the island to be sure to avoid contact with it. Having never seen or heard a dragon in his life, he would assume it's some island beast. Something to keep his distance from. It's just the way Zmerr works.
