Who knows - maybe Oak just never thought those kids would actually fill the dex like he said, and he just wanted to give them a sense of adventure or something.

I'd say X/Y's a very good installment of the series, yes. Some people criticize how weak the Elite Four (final battles) were in that game, but I guess that's good for someone new to the franchise. Oh, and the exp share thing makes creating a balanced team real easy, so that's a plus. Good for getting you used to the Pokemon formula and just letting you enjoy the storyline and gameplay.
Also X/Y is filled with callbacks and tributes to the first couple games so you can't act like you skipped the classics outright, I guess.
Edit: Also X/Y features TONS of Pokemon from the earlier generations (as opposed to, say, Black/White which were almost entirely new Pokemon, at least in the earlier game) so yeah that's a plus.
