Other bad gods could go there.If a god of death is made, or a grim reaper, they should get their own realm. Purgatory, perhaps? For people not spectacularly good, but not spectacularly bad. This is also where the grim reaper or their equivalent would judge souls and then send them to hell, heaven or keep them in purgatory.
