Insulating sound usually requires sound absorbing equipment (like pads on the walls and ceilings that vibrate easily and are open in the center, OR a large open space for the sound to "ventilate" into will stop it from going down or up, and out to a certain degree, just not vibrations.

WE'RE GOING TOO FAST FOR ME TO KEEP UP. XD The basement under a building should work fine as long as nothing is above it, being as that is where the sound would go.
