Actually Grieve, while your point about Lex is true, these guys in the video are legit. they made both superman, who is also there to protect the earth and never use his full potential, and goku use their full power. by the information that was given thus far to them by both parties it is true that unlike superman, goku's story is indeed all about overcoming the odds... superman's is not, and his power is indeed limitless as long as the sun was there.
So the fact is there... both Superman and Volume are checking holding back and would never use their full power unless it's last resort... in which unlike superman goku wouldn't hold back when he decides to use it.
Now in actual truth neither of them would fight each other... goku and superman both have the exact same goals when it comes to protecting the earth... so there is actually a high possability that they might join forces as well...
