This game idea is based on Marvel's Civil War, the X-Men, and the video game series "Infamous". . .
There are several types of Meta-human people, the people who have paranormal powers that are scientifically observed. There are still people who can use magical powers, but they rarely if ever want to be seen in public, unless they are somehow scamming people out of money, or are running some other fraudulent scheme that involves just a dash of real genuine powers. There was a brief existence of genuine super heroes. . . lasting from from 1954 to 2011. . . After several School buildings were massacred, all in one day, during the month of September in 2011, costing the lives of twelve thousand students in whole, hundreds of Teachers and many Principles, the Government faced pressure by millions of voters to pass the Meta-Human Registration Act. In 2012, Meta-Humans were split between being controlled by the Government for the protection of Humanity, and having the freedom to protect them on their own initiative.
The Loyalists, as one side of this issue is labeled, believe that Meta-Humans are a danger to society, even with good intentions, they have inexperience or a loss of control. They think that the Meta Humans have to be reigned in for the good of everyone in the world. The Insurgents, as they other side is labeled, correctly point out that although it may be the case that the Loyalists are right about unchecked people being dangerous to society, that there have always been safe points and higher authorities than the Government, any government, including the United States or even an approaching World Order, that work to protect both people individually and the common good. The Loyalists. . . didn't like that argument, and claim The Insurgency is arrogant, and The Insurgency point right back at The Loyalists around the world with the same accusation.
Batman, now exposed as Bruce Wayne, had to fight a relentless war of law suits, counter-suits and attempted assassinations on both himself and his friends and loved ones numerous times before finally, the U.S Government was exposed as corrupt when President Garfield Richardson failed to have Bruce Wayne eliminated. Simultaneously, President Garfield Richardson attempted to have Professor Xavier murdered, and the Xavier Academy of Mutants shut down with both bogus Lawsuits and false accusations of very crimes, including, but not limited to vigilantism, and other anarchistic actions. Doctor Manhattan exiled himself into another dimension when he failed to prevent Ozymandias from detonating a bomb which wiped out several blocks in New York City, and finally, Super Man has been put into a coma in his battle against Doomsday above Smallville, Kansas, which unfortunately resulted in the deaths of most of the entire town, and much of the surrounding country side. Superman resides in a coma to this day. Doomsday, fortunately, will not recover any sooner than Clark Kent will, and will most likely take a miracle to wake up at all.
