I wasn't going to address this until my next post, but what I had figured was that once Uprising Prime was defeated, his clones would simply disappear. So yeah, that means thirty or so hostages are being dropped off balconies. Better start figuring out how to save them!

It can be assumed that some civilians will take action and help those in need, right? The bystander effect can be severe, but not so much that people standing by would just let someone die. And besides, there are at least two superheroes quickly saving hostages.

They're free to try, but using your bare hands to catch an adult falling around twenty-five feet without either the faller or the catcher being harmed is pretty unlikely.

A fall of twenty five feet won't kill you unless you land very, very badly, from my experience (fell 40 feet once, flat on my face, fracture my kneecaps).
