Sure, but we prefer, as a matter of course, that the lieutenants not be veterans that worked their way up, mostly because those are kind of scarce at this stage of the Rebellion anyway. An officer with a lot of combat experience wouldn't be running a platoon. They'd be higher up the ladder because the Alliance isn't particularly experienced -- the Uslamers are unusual in that they went toe to toe with the Empire on Uslam and survived to tell the tale, but a lot of engagements do not go so well for the Alliance.
There's no 'several years' of combat experience to be had within the Alliance, but there is an officer's candidate school polishing off the 'right sorts' from the Core Worlds and Colonies. whereas the Liberators are an Outer Rim outfit.
