Good god.
Housing had a system where we put our trash in a bin, and they'll walk up to the bin, take it out of said bin, and set the bags of trash on the curb for pick up.
Dogs/crows/wind would scatter trash everywhere.
To uphold the 'uniform' appearance of the neighborhoods, they now require that we roll the whole bin down to the curb for pickup.
I had one bag. They pick up twice a week. So I didn't roll my bin down.
They decided to come up, take my bin to the curb, and then remove the trash bags to set just beside the bin.
Trash is now all over the street/sidewalk because they took the bags out and left them there.
WHAT WAS THE POINT OF ROLLING THE BIN DOWN?
