You are correct about adults, they change at will but are forced to change during the full moon. The older and stronger wolves can put off the change for several hours but must eventually change. Pups can also change at will from before birth though they can be forced from one form to another by any adult in the pack. They can change starting at about the 2 month mark in the womb which is when human females need to be kept close to a Lycan so that they can prevent. The Alpha Pair also has the ability to force adult lower ranking wolves from one form to another.
