The year is 2125, World War Three had almost occurred. In a way it did, but not with weapons of mass destruction. A single warhead was detonated over the United States, but instead of nuclear destruction, it shut off all power below the atmosphere of the United States of America in 2035. By then some precautions had finally been set up for such emergency situations. Shelters were set up all over the country in case of terrorist attack, many if not all of those taking up residence were called reactionaries. Guns, hand held artillery kept these shelters protected against the Insurgency, however, there was a second group of insurgents. Locally touted vigilantes, some of them surprisingly reasonable compared to their leaders, and surprisingly reasonable compared to those in the legitimate authorities. The United States Government soon began a crack down on their own citizens, those in Shelters, those in rebellion as Insurgents and Terrorists alike. President Kent Adamo, known previously for being a kind, intelligent man, a planner of gatherings and funder of billions worth of donations, and someone who had brought America back from an almost second world status almost up to Number One in the Globe. The rest of the world looked and had no idea what was going on. For months the rioters were slaughtered and the resistance factions grew more and more justified to keep fighting until they were no longer extremists but just and right to defend themselves. Neighboring countries began to fight themselves, and then all people every fought and killed one another. Now that the world is in morass of chaos, police state, and rare beacons of light and liberty, the time is ripe for those who lurk in the dark to rear their wicked heads. Though there are others who must live in the dark so they do not bring their power down on other's heads.

Out Of Character:
So basically, now the information age is over because of chaos, Vampires, and other monsters, not just vampires, are free to dine more often than they are used on Human beings. Some Humans lose their Humanity to survive, other people gather together in Enclaves and factions all over the world so they can somehow evade murder or domination by authorities, monsters, etcetera. Electrical power has been restored. . . nations are in a Cyberpunk Setting, and they have all learned that self-sufficiency is the order of the day. Supernatural belief has been restored due to all the carnage and trauma in the people, but sometimes, it's the appearance of the supernatural it'self (themselves?) that has caused people to run to Church.
