Ten years in the future the existence of special people becomes public knowledge. They quickly choose the name "mutants" for themselves, though depending on who you talk to about them they could be referred to as anything from "freaks" to "terrorists" to "Evolved humans".
They were revealed shortly after a technopath hacked one of the US government's data centers and deleted terabytes of data they had gathered on their own citizens. They were quick to label the man a traitor and terrorist, making him and people like him into public enemies. Soon the people of the world started fearing these mutants, which gave the government an excuse to start rounding them up.
A few months ago the UN, with the full support of several nations, started shipping them to an uninhabited island in the Caribbean. While they provide the people of the island with emergency supplies such as first aid kits, tents and MREs, the island is overpopulated. The people of the island have formed factions, and many of the factions have started killing the other occupants of the island for their belongings. The only relatively safe place to be on your own is Seaside, a village made of tents, boats, and whatever can be salvaged or traded for. It also has electricity, as the trolling motors on the boats could be converted to wind turbines to charge the batteries on them. The UN has blockaded the island and will attack anyone who tries to run the blockade, but there is a bit of fishing near the island, something which won't last for much longer due to the extremely high levels of fish that need to be gathered to feed the people of Seaside and the various factions it trades with.
The Island was the location of a plantation until 1813, so coconuts, bananas, and sugarcane grow naturally, though they are usually claimed by a faction. There were also a few attempts to mine on the island, so there are abandoned mines for coal, iron, and copper. The island is surrounded by cliffs, though there is one rocky beach near Seaside where small boats can come ashore, and the people of Seaside have even begun to build a dock.
Mutants generally have only weak powers, with the more powerful abilities being very rare. In fact, one of the most powerful of them, and the poster boy for the government's terrorist narrative, is a man that can produce a decent sized flame in his hand and is impervious to red, yellow, and orange flames.
We were recently captured and taken to the blockade. There we were put on a lifeboat with oars and crates of emergency supplies and told to paddle towards the island near the horizon. When we reach the shore, however, the supplies will no doubt be taken from us by anyone who can grab them.
