The 'Doctor' isn't the only one who can travel the time lines. In a different setting of the same set-up and structure, a different Time-lord escaped the fall of Gallifrey. His title, was the 'Writer.'
Armed with a sonic quill, he flew through time in his TARDIS, re-writing errors in the space-time continuum. As he did so, he recorded them all in what he called the 'Annuals.'
For centuries he did this, dying and regenerating ten times before we join in on the story, all in the name of doing what was right. Deciding to take as break, he came to settle in the city of London (because everything that threatens or affects the world always happens in London or New York ;)) It is here that he meets a very unique individual, and befriends them.
Time passes happily for the 'Writer,' content chronicling his adventures in a personal diary. But one day, his TARDIS sends him an urgent warning. The 'Annuals' have been taken and are missing. Fearing what could happen if someone figures out how to access every re-write of history and future errors, he sets off to find it, taking his new friend with him.
But as we all know, nothing in time-space is ever constant or easy. And the hardest part of dealing with it all, is the knowlege that everything will one day end.

The 'Writer' needs a companion, someone to help keep him on track as space-time unravels in such a way only he can save.
Keep in mind, this is based of the ideology and concept of Doctor Who. I am not meaning to recreate it faithfully. I will be introducing my own alien species, and a lot of what will be said and done is NOT in the Doctor Who continuum. The only reason I bring this up is I know the fan-base can be very militant and loyal about their conceived notions of the show. I do this for fun, and not to accurately pay homage.
This is an experimental concept for me at best. In the interest of pure honesty, it may even turn out to be beyond my scope. but i am still willing to give it a try. Who's with me??
