The world is gone. The surface of the Earth scoured clean by the people from before. The only safe place is the Silos of World Order Operation Fifty (WOOL). The silos are massive, self-contained cities built underground. Extending well over a kilometre into the ground, each silo is home to thousands of residents. Each silo consists of 144 levels, and contains spaces for living, power generation, manufacturing, and husbandry.
There are fifty silos, arranged in grid resembling the field of stars on the United States flag. Each silo is surrounded by a hill that obstructs visibility between the silos, though the remnants of downtown Atlanta, Georgia, are visible on the horizon.
However, almost nobody within the silos knows the truth of this. All they know for sure is that to leave their silo means death. The existence of the other silos is a closely guarded secret and whole generations live and die believing that the residents of their silo are all that remains of the human race. The only view they have of the outside world is displayed on a huge screen situated in the cafeteria on level one and many of the residents of the lower levels will only ever see this view if they make the pilgrimage to the "Up-top" after a cleaning occurs. A cleaning happens when a silo resident commits a crime too great to allow them to live on inside, crimes such as procreating without permission, or worse still expressing a wish to see the outside. The punishment for these crimes is to be sent outside to clean the camera that provides the images on the cafeteria screen, before the corrosive air kills them.
Unbeknownst to almost anyone, forty nine of the fifty silos were built to fail. Only one was to finally open once the deadly cloud dissipated, while the others were rigged to self destruct. All of this was run by the men of Silo 1, survivors from the world before, sleeping for centuries in cryopods and being woken for six month shifts. Silo 1 monitored the progress of the other silos, trying to shape the futures of the descendants of the survivors in the other silos and "Resetting" or "Shutting down" any silo that showed signs of rebellion.
Some of the silos managed to find ways around this, cutting the feeds to the cameras that allowed 1 to spy on them, and disabling the explosives and gas lines that would allow 1 to remotely exterminate them. But most lived on, blissfully unaware that the childbirth lotteries were rigged, that their mayors were not really in charge of anything, that the protective suits of the cleaners were designed to fail so that nobody could get far enough to learn the truth. Sheriffs maintained order, farmers grew crops or reared animals on the hydroponic and livestock levels, traders bartered and sold their wares on the bazaar level, while the porters run up and down the great spiral staircase carrying goods and rumours between levels.
My plan is to start this RP just before the end of the final book and then we'll play on after Silo 1 goes silent (is destroyed by the man who designed the silos once he learns the truth of the plans to kill all but one silo.) We can have as many players as you like, from the Mayor, to engineers, IT workers or porters. I'll take control of the IT head and eventually begin to tell other characters the truth (or what he knows of it).
