• Theda Foster - Small Business Owner of the Foster's Bookstore, Given Protection over the store after-hours in exchange for the Roughers keeping some illicit items in the store's cellar, which the Roughers have access to with a key.
• Hazel Todd - Cousin to Matthew Row, Entertainer at the Grand London Theatre; she has the ability to weasel her way into any man's heart, especially if they are a target for the Roughers.
• Alice Wyght - A Prostitute that Silas frequents, rumored to be his girlfriend, but she is a honey-hole for information when it comes to their rivals, as she knows the prostitutes that the other gangs go to.

• The Tawdry Countess - A main watering hole for the Jolly Roughers, many of them can be found here during the day, or at night having a drink. Vera Addley works here as a barmaid.
