So, I have been inspired to do a mafia syndicate RP centered in Las Vegas, Nevada. My source of inspiration deriving from The Sopranos and Saints Row~The Third.
The syndicate consists of 3 separate mafia families, I'm thinking perhaps one large Russian mafia organization and two more moderate sized Italian families. (Input and opinion on this are welcome.)
The syndicate headquarters will be a towering penthouse style casino.
The separate organizations themselves will also of course have their own personal business acumens and establishments.
Three private venues that immediately come to mind are a prostitution and human trafficking ring, a weapons and drug trafficking line, and money laundering and cyber heists maybe?
(Mind you this RP will be set in modern 2017.)
The primary conflict in the RP will be toppling the Syndicate.
The syndicate will be protagonistic AI/NPC(s) that only I will control, myself and perhaps my CO-GM should I have one.
Players will have the option of choosing from the following character classes;
-Private Investigator
-Detective
-Bounty Hunter
-Criminal (Drugrunner, Gangbanger, Hitman, Gun Runner, Pimp, Hustler, ect.)

One question I have is as follows;
Should players be restricted to having their created character at their disposal, or should they be permitted to have/recruit a small-to-moderate crew or gang?
Oh, one more thing!
What should the mood or theme of this RP be?
Should it be grim and bleak like, say, "The Sopranos" with only spurts of happiness and positivity?
Or should it be like Saints Row or the early GTA games and have an almost comical amusing theme to it?
