Generally speaking you can roughly sort most characters into unpowered or realistic melee for exactly that, unpowered characters with melee or medieval equipment. Low powered for characters who stray into the supernatural but not beyond what is reasonable for a character with medieval equipment to fight and potentially defeat. Mid powered for characters who have magical effects that would allow them to cause a lot of destruction on a city street and defeat numerous medieval opponents with relative ease, high powered where humans can be crushed like ants and a single attack might devastate a city block, and finally it strays into god territory where you start throwing around primal forces and dropping nukes on cities and countries.

The ways of ascertaining tier are many, it's not really an exact science, more something you judge by eye. Technology and weaponry mess up the balance, as something as simple as a pistol can make an ordinary human capable of attacks that stray into mid powered. It's not too big an issue when two opponents agree on each other's characters and dictate the fight is fair, it's more of an issue for tournament hosts who have to balance a wide range of characters the best they can in freeform.

Fight by fight primarily. Tournaments have their own slew of rules and regulations to help when they're made.

The existing tier sytem is vauge and fuzzy, so it only serves as a way to approximate a character's power before closer inspection and comparison comes into play.

Low-tier denotes a character comparable to a well equipped human melee combatant; often stronger, but not such a degree that they can immediately steamroll a medival footsoldier or easily win against a small group.

Mid-tier is everything between low and high tiers.

High-tier starts with things like telportation, supersonic movement speed, tank-lifting strength, shrugging off gatling gun fire, punching vars across a street and ect.

Any attempts to further categorize power levels fail due to how broad the possibilities are in RP fighting, providing too many factors to reliably or conveniently take account for.

They'll still tell the story they want to tell, so you don't have to worry about if your character complements theirs unless they specifically so for one of your characters.

The tiers are split in three, but they are generally broad.

Low, Mid, and high.

Low tier encompasses unpowered fights, and maybe just bare minimum magic.

Mid is really wide, and. Encompasses the majority of magic manipulation. Sometimes it split between low and high.

Then high, which is where you'll find all your top tier, gos level characters.

If you look at my deposit, most of my characters fall into mid Power. In the split version, Tre'Yan and Dyakuya would be low powered. Kei'taro wouls probably be in the middle, or towards the top of mid.
