Antony Borgio - On The Strip

"Securitrons have an array of armaments, but they do not resemble the Rob-Co Protectron. Each unit is equipped with a 9mm submachine gun, a rapid-fire G-28 25mm grenade launcher, M-235 missile launchers, and the X-25 Gatling laser system. Do you have any other questions?"

"Mother of God..." Antony replied aghast, "That's...that's quite impressive. I'm not sure I've heard of a pre-war robot armed with that kind of firepower. Sentry bots maybe...but even then.."

Antony realized he was starting to ramble again and immediately checked himself. The securitron was still waiting for him to ask a further question, and an awkward silence followed. Suddenly Antony had a thought, and he felt strangely compelled to blurt it out suddenly,

"Would it be possible to speak with President Robert House at some point? Perhaps tomorrow, when the summit reconvenes. Privately, of course. Is this something you could relay to him?"

He froze like a deer in headlights. Surprised at his own words.

Why did I just say that? He wondered to himself, What in the world am I thinking? Asking for a private meeting with the CEO of RobCo? Am I nuts? Why he even ever want to meet with the son of a jumped-up gangster from New York?

Marcus Renault
"We have a contract offer for your group", Johnson said quietly as he passed Renault a folder, then returned to his mashed potatoes. "Rear-area security, no offensive operations will be involved. Initial term is 90 days, with option to extend as necessary. The AO is sensitive, but we have good relations with the host government and there will be no trouble unless they are provoked. Details are inside."

Renault sat back and smiled, he may not like the human interaction too much but he was a mean sell. The Angels of War have been running short on spare parts for their vertibirds and P-60s as well as raw materials. Gold never hurts. He decided that he wanted at least a hundred pounds of gold and whatever else he could get thrown in to accept the contract.
He started the bidding,
"Five hundred pounds of gold."

"Fifty, and some vertibird parts."

"Not good enough. Two hundred and a shipping container full of vertibird parts, mint condition."
The man's eyes narrowed before replying,
"One hundred and the parts."
The corners of Renault's mouth barely curled up into a smile, he had the man right where he wanted him.
"Throw in a ton of aircraft grade aluminum and you have yourself a deal."
He held his hand up towards the man over the table, waiting a moment for the other man to shake it.

David Morrison, Ambassador of New Dallas

(OOC I’ll make an entry in my nation sheet for Morrison sometime. For now, he’s an average sized bespectacled man with short slightly graying dark hair and dark brown *eyes. Just sort of an average somewhat diminutive looking man.)

Why would they do it? Why would the NCR attack like this?

David fumed and wondered at things like this as he rushed through the neon soaked streets towards the Tops. The two silent gray rangers at his back kept pace easily enough. Normally he would be tempted by the pleasures and distractions of the city, but he was too angry and anxious to glance around. The amount of work and replanning that would go into adjusting to this move was mountainous. Governor Jackson was furious as well. After putting so much into expanding to make contact with the west, the west only made fools of them all. And now while Riviera and Harris were schmoozing with the Keys, it was up to him to try to salvage Texan-NCR relations.

David stopped a moment before entering the Tops, breathing deep to regain his composure and re-adjusting his suit after his jog over here. He was the current face of New Dallas. He had to act as determined as his great and fair city was. He opened the door to the Casino and made his past the slot machines and card tables. Maybe he’d come by the tables later to ease his nerves. The NCR delegation wasn’t hard to spot. They were towards the back, with the various officials sitting at booths. A ranger taking point approved his papers, and pointed him towards a woman in one of the booths.

He reached out for a handshake. “Hello, I’m David Morrison, Ambassador of New Dallas and the Confederation of Free Texan States”, his voice had pointed and harsh undertones “I’m wondering as to why the NCR did not not inform Texas of your impending invasion of the Legion? Few of our forces were prepared for this action, giving the Legion a clear opportunity to invade our frontier if they thought we were involved. Our trade routes to your lands are also surely threatened by your rash actions. Please explain.” He made no attempts at false grins.

(OOC I’ll get a response to @Fisheye in sometime. I’ll also be working on sheets for Vault 99 and the Tex Legio, as I’d like to bring them in.)

Simon Barnaky - Ultra Luxe

"You would have to take that up with the Boomers, who reside there and operate as the only human military component of the FZM thus far.", House replied. "I rule this territory, but I know better than to make promises on their behalf. You will have to coordinate it with them. I would be glad to equip you with an embassy in my territory. Terms will be drafted on paper and sent to your group momentarily."

"Very well", Barnaky replied, "If you would be so kind as to arrange an introduction, I believe we can convince them such cooperation would benefit them significantly."

House paused his speech to ponder Barnaky's final suggestion. "A rail line between our territories would surely bridge the gap between Midwest-and-west. I believe that such a gesture could be a stepping stone toward re-developing the high technology sector. I accept."

"We already have rail lines into Legion territory in Colorado and New Mexico", Barnaky said, "I believe I can persuade Lucius to allow them to be extended into the FZM....once his assent is secured, then we can proceed."

"Before I draw up an official document", House said, "is there anything else?"

"Yes", Barnaky said as he rose to his feet and walked over to the terminal, plugging a memory stick into a data port, "The contents concern some of your guests, the Cult." He then began to pace again. "Radio broadcasts, after action reports, technical evaluations of captured equipment, strategic analysis, even some film footage of what we've found in areas they operate in. About eight years ago, they seized Pittsburgh from a particularly ambitious Raider, who had managed to get at least one of the steelworks there functioning again. Six years ago, they butchered virtually a whole battalion of good Infantry in Cleveland...we were only able to pull about forty of them out alive. We've been at war ever since. These people are a threat to any sort of civilization....and a threat I intend to deal with. When you get time...I recommend you take a good look at that data and then we'll talk about it. I think you'll agree that you don't want them for neighbors."

Barnaky then stopped and looked at the picture again.

"Also", he asked, "Can I take this thing out of the suite now?"

Several Hours Later

“I think all that has been said is all that needs to be said", Gladstone replied. "If I may Lord Barnaky, I shall bid you a fair day, and take my leave. I have many meetings to attend to.”

"Of course, High Elder", Barnaky replied, "Steel be with you."

Walking over to the door, Atticus paused, before turning, giving a small bow of respect to the Lord Paladin, and promptly exited the room.

"Kind of frosty", Barnaky thought, "But then that was to be expected. In the end, they are family...even if they are not our friends."

Brother Martin - The Tops

Calypso smiled at Martin, “Why do you across from me Love?” She slid into the seat next to Martin, “There,” she gently laid her hand on his thigh, “This is much better, don't you think?”

She stared deep into his eyes with a touch of innocence, “I find myself eager to hear your proposal regarding The Passage my dearest Martin.” She took a sip of scotch with her free hand while lightly rubbing his thigh, “I do hope that we are able to come to an agreement that favors us both. After all, we are neighboring nations."

"The Passage, yes", Martin replied, steeling himself against yet another attempt by Calypso to seduce him. "The Lord Paladin is not opposed..in principle..to your efforts to control commerce in the Upper Lakes, but he doesn't like the idea of paying tolls to pass under the Mackinac Bridge. He's quite adamant about that, i'm afraid, and once he makes up his mind on something, it's almost impossible to change it. I know there have been incidents recently, and I fear his reaction if your subordinates actually fire on one of the Order's vessels while trying to collect a toll. He wouldn't take that well at all."

"To that effect", Martin continued, "I have proposed a plan to the Lord Paladin that would defuse such tensions before something happens that everyone would regret. We have noted that your people are attempting to repair the Mackinac Bridge, but that is a daunting engineering task to say the least. What I am offering is this. We will assist you in repairing and maintaining the bridge....in return, we ask that you cease attempts to levy tolls on Order flagged vessels and allow them to transit the Passage without let or hindrance."

Mark Johnson - Aces Theatre

"Throw in a ton of aircraft grade aluminum and you have yourself a deal", Renault said as he held his hand across the table.

Johnson quickly ran the figures through his head. The gold wasn't a problem, The Veribird parts was steep...while they had expected that the "Angels of War" would likely want to be paid in aircraft parts and/or fuel, the amount they were asking for strained the budget he had been given, especially with the demand of a ton of aluminum. But it was still within limits. The Engineer-General's Office would no doubt complain about the effect on their Vertibird production line...but there were larger issues in play here, the briefing he had received from the Paladin-General's adjutant before he left Cheyenne for this mission made that clear, even though he had not been told why, exactly.

"Deal", Johnson said as he took Renault's hand and shook it. He then handed Renault another document. "Initial payment will be delivered in seventy-two hours, half down, the rest once your troops are deployed. This is the route we have arranged for you to reach the staging area."

"Any questions?", Johnson concluded once the applause died down from the Rad-Pack's first set.

2290, New Vegas, Ultra-Luxe Resort & Casino--Marie Ashur

Marie smiled at North, as her hand wandered to her glass of water, as waves formed inside it, pushing away from her hand. "Mr. North, these who you call Prophets cant compare to what my High-Father is, was, and will be!" Picking up the glass, the water suddently stopped moving at all, as not even the forced of Gravity seemed to apply to the liquid content inside. "But i am well aware that you can not know about his powers, nor about the beauty of our faith! Few, that havent seen the Holy City can!"
Taking a short sip, she placed the glass once more on the table, and as soon as her fingers did let go of it, there was an sudden surge in movment in the water, some even spilled over the sides, wetting the cloth below it. "My knowledge about the NCR and the Legion is limited, yet what i know, tells me that it was to expect that these two nations would soon again be at each others throat! I still see it as a daring move, to declare said war at a Meeting to secure the peace. I do hope, that this shall not overshadow the coming negotiations, for i am here to simply make sure that our Missonaries can spread the word of our faith, protected from any harm, that might come upon them, performing their sacred duty."
"Oh, please Mister North, i think we all could agree that the old USA, is a mere relique of a past, that will never return. We should not use the wrapping of said corpse anymore, but simply focus on the future ahead." Her eyes wandered on her own food, and an almost childish smile moved on her lips. "Oh, i am not aware of the existence of said Wendigo? Is this a creature in your homeland? Still, i can only agree on your choice with the good tender Brahmin....the meat is very rich and red!"

Miss Hopeway- NCR

“Hello, I’m David Morrison, Ambassador of New Dallas and the Confederation of Free Texan States”, his voice had pointed and harsh undertones “I’m wondering as to why the NCR did not not inform Texas of your impending invasion of the Legion? Few of our forces were prepared for this action, giving the Legion a clear opportunity to invade our frontier if they thought we were involved. Our trade routes to your lands are also surely threatened by your rash actions. Please explain.” He made no attempts at false grins.

“Of course.” Hopeway stated as he turned to one of the rangers nearby “could you please go and fine a representative from the keys.”

“Since this also affects the keys, I believe they should also be given an explanation.”

Once the Key representative arrived, sat down and offered refreshment Hopeway began. “On behalf of the NCR and president Kimball I apologise for not informing you of own plans but it was done to ensure both Texas and the Key could claim innocence and so that we could control the information Caesar gets...

As I’m sure you aware next to the brute strengthen of the legion Caesars next biggest asset are his Frumentarii spies, led by Vulpes Inculta.

The Fox..

“Without a doubt they likely have agents within all our nations feeding them information.... The NCR has decided to use this against them by spreading a "Fake news" Story...make the legion think the NCR are invading Arizona...”

a nationwide Fake news story...

“Mr Hornsby, the president TV speech, the Vice president statement, General Shu and all NCR news stations and perhaps yours News networks as well soon are spreading this story, "NCR invades legion to “safeguard" the NCR....

And made even more believable by people not knowing it’s false.

“In reality the Forces led by the president are a distraction, a distraction that appears to be working if the reports I’m getting are correct. Regardless whilst the president keeps Caesar busy second forces which crossed the ocean into Mexico a few days ago is now making its way north to New Mexico.

With Caesar forces busy fighting the president in Arizona and lack of information forcing legionnaires on the keys and Texan border to stay put this second strike force should have a straightforward path to Legion capital of Santa Fe... Raiding & looting town and hopefully freeing a considerable amount of slaves before any notable resistance or retreat can be mounted.

And humiliating the legion. .

What will happen next will depend on legion actions but we assume Caesar will attempt to regroup into an army to defend his capital. If he does both strike forces will aim to surround this group and attack from all sides....
Hopefully eliminating it with minimal loses.

"I would like make it clear here we have no plans to occupy legion territory... the goal is it weaken the legion, humiliate Caesar and perhaps if we are lucky start a Civil war.... “

Hopeway turned to David Morrison "when you arrived you mentioned trade. a Small group from the second strike force remained behind in Mexico and began to set up an trading port and scout out an path toward Texas and keys... enabling us to trade without having to venture though legion lands again."
[i]

"I don't want to promise yet but hopefully the travel time shall be lower for this new and shorter route, potentially allowing faster and thus more profitable trade between our nations well."

Agent walker- NCR

"I need to the current NCR representative immediately!" she spoke, when she spotted the room and the bodyguards outside it. When she got an answer, for her purpose here - she quickly exclaimed her reasoning.

“My name is Agent walker, NCR SR unit... as an member of an terrorist faction or Grade 3 Hostile foreign power you will have to speak me.... what do you wish to discuss.”

"There has been an unlawful attack on your state - by people whom weren't authorized to do such a thing. I hear also you been attacked by the Cloud. I am here to...help. To prevent a war from breaking out, to save my people and...to help clear the Cloud..."

“Yes we were attacked by the “cloud” but thanks to the mechanised division we were able to quickly repel the attack.... Like Mr Hornsby stated in the convention the NCR does not wish to start a war with the ghost traders but a price must be pay... NCR soldiers where killed.”

“Have the person or group responsible for the attack brought to the NCR along with a written explanation of what happened ... They will be judged by the NCR congress and if the NCR is satisfied with the account of events they will be punished for the attack and the Ghost traders will only have to pay an small amount of reparations to pay for the damaged caused."

“Before you say anything do you have technology to clear or counter this “cloud”? If so have it along with any research you have on countering the “cloud” affects brought to Camp delta on the NCR border. You may also send doctors to camp delta help the NCR personnel treat those affected by the “cloud.”

“Speaking unofficially.... This will be sign showing you do not endorse the attacks and should prevent the NCR congress from demanding reparations.”

“However you will be asked to break ties with the legion...”

Christine Royce, Ultra-Luxe

"I am afraid, I might know who this person likely is. And if so, I might bring him to your Congress...although likely in a bodybag or in pieces. I have tolerated his disobedience for far too long - this problem was mine to bear. I apologize, and promise to pay your kind back for the death we caused," agreed Christine in reply.

When asked about to help counter it, Christine nodded in reply. "Yes...we have developed measures to clean up the Cloud. In addition, we also have a cure that will help anybody affected by the Cloud. I can say right now, it's very deadly radiation and anybody whom had gotten into contact with the substance should be quarantined immediately. The symptoms are...rather unpleasant - especially if breathed in."

"I never wanted my people to be part of the Legion. That was the doing of Joshua Graham - the Legion had simply been visiting on our doorstep. We didn't throw them out, since Joshua had offered to trade instead - since it was less violent and more lucrative. I see that now, it might not been the best ideals. We have no love for the Legion...do with them as you wish. Just leave my people alone."

When asked about sending doctors, Christine gave Agent Walker a better response. "Oh...I think I can do one better. I am going to hunt down that bastard traitor myself - and I can bring some of my own men for this," she spoke, indicating that one faction of Ghost Traders might even fight on behalf of the NCR. "I shall be heading there immediately. If you could inform this 'Camp Delta' that friendly Ghost people are coming - I'd most appreciate it. But, tell them - they'll be receiving some help in that regard."

@Lewis251
Christine Royce, Camp Delta, several hours later

Several hours later, several NCR scouts could spot a weird contraption approaching the Camp. It design looked, strange and out-of-shape in the middle of the Mojave Wasteland. Namely cause you didn't see many self-moving vehicles - that weren't militaristic or run on nuclear power or rusting at the side of the road.

This contraption however, worked by burning something in the weird oven that it had at the front of the device. As two Ghosts seemed to be working at the front, one shoveling something out of the oven - while another had his hand sticking inside of it.

Whatever it was, it looked haphazardly built and pulling a cart behind it. With also several Ghost people sitting behind it - what constituted for a wheel, was being manned by Christine. As the white flag was attached above, the train-car-vehicle - showing that they came in peace, incase the news hadn't reach Camp Delta yet.

Soon enough the 'thing' stopped near Camp Delta - and Christine got off the vehicle. Waving at the local guards. "Hello there. We come in peace!" spoke Christine. "We're here to help with the Cloud problem, anybody whom has gotten affected by the Cloud and we also brought some medical supplies, food and weapons - as a sign of good faith."

Sherman Smith - New Vegas
Sherman sat on the stool looking at his beer after having tasted it. It definitely was different than what he was used. These westerners had no idea how to brew a proper beer, thing taste like water to him. The heat was unbearable but at least the so called “beer” helped out in some way. He took a drag on his cigarette and waited for the governor to return from her meeting.

He figured someone ought to stay back in case someone had any business with them, although he doubted as many of these western nations seemed unfamiliar with them. He removed his left glove and took out his brass knuckle. It was bugging him since he had it on for so long.

As he sat there he was approached by a man. He quickly grabbed the knuckles and put it in his pocket. He didn’t know if the man had noticed it, but didn’t want all to know he had them with him in a Casino where he was supposed to have turned in all weapons.

He looked at the man that approached him. “Mr. Smith, isn’t it? I’m Alexander Suttbray, of House Suttbray,” he paused with a slight smile.

Sherman nodded and extended his arm and shook his, “Oh yes, from the trading nation. Your people have trading station down in Philly.”

“I would like to extend to you a dinner invitation, as it seems you long for food and drink” he gestured towards the man’s beer. “My fellow delegate, Mr. Hemingway, would love to have you at his table at the Tops at eight tonight. He wishes to discuss with you matters of a certain import, and perhaps share a drink or two.”

Sherman shook his head in approval, “That sounds mighty fine. I know your nation is currently trading under certain trade restrictions with us. I believe we might want to come to a deal and ease such restrictions.” Sherman grabbed his hat and bid his farewell as he put it on.

As he stepped out of the Ultra-Luxe he put on his brass knuckles and covered his hand with his black leather gloves. He walked on over to the Tops, and headed for where the meeting was taking place. He took a seat at the table and ordered a steak with corn from the waiter.

He listened to the pitch from the Bartholomew. He spoke of some sort of Alliance, a consortium of like minded nation. He asked for input from reps and Sherman spoke up, “I find this to be commendable, establishing an alliance of like minded nations. However, what would this alliance entail? I mean, our nation does not wish to involve itself in an unnecessary war with anyone at this moment. We have our own issues to deal with in our area.”

He paused for a bit, and removed his hat. He grabbed a small pouch from his belt. He grabbed contents and threw them on the table, “We are far more interested in trade gentlemen, trading this pure Pennsylvania high grade anthracite coal. No one but us can offer it after all, and we might be ready to expand its trade”

Robert House

Lucky 38 Casino & Hotel

When you get time...I recommend you take a good look at that data and then we'll talk about it. I think you'll agree that you don't want them for neighbors." Barnaky then stopped and looked at the picture again. "Also", he asked, "Can I take this thing out of the suite now?"

Mr. House gave an affirming 'hm' in response. "Yes. I have been keeping an eye on that lot ever since they arrived in New Vegas. Do not worry. If we are to write the future together, I will be invested in ensuring that you are not devoured by that 'cult'. There we have it, then. You may establish an embassy inside the FZM and speak with the boomers about joint-access to Nellis. We will discuss the flow of technology that I salvage from the Divide and we will together work as a wall against the NCR's eastward expansion. You will be instrumental in the training of my human military and I will defend you against the Cult or any other nation looking to invade your borders. These terms will be written soon."

Robert paused. "I am afraid that this meeting must come to a close. I am receiving a transmission from Vault 21."

"Let me get right down to brass tacks, sir. I've been instructed to request permission for Arctic Haven to occupy Searchlight Airport, under your auspices of course. The offer stands at 25% of each New Vegas based contract's value halved for you and all contracts not purchased by you in Vegas 25% of its earnings will go to you and Searchlight Airport"

Mr. House curtly replied. "I am pleased by your concise articulation. You don't seem to be hiding behind flowery language like the rest of this rabble. Then good, let us move to business. I will accept your offer under my terms. I will hold you to the monthly inspection -- I do not care to police the private lives of my citizens, but you are a foreign business and thus that has forced my hand. I will send a few of my men each month to view your dealings and production. I agree with the rest of your terms, so long as you do not leave me in the dark. I wish to be aware of your operations and intentions inside the FZM. One question, though, before we get to writing -- why choose my territory for a stronghold?"

Aponi - Just outside The Strip

Aponi’s heart raced as her brown eyes went from soldier to soldier, she listened but acknowledged nothing. She knew what Alex said could possibly come to fruition, she had seen it before when others had lost Calypso's favor. But, like with Shelby, Calypso treated Aponi like her own child, to a point. She had also seen the NCR run over people, her own people before she was taken back east. Though tempting, all Aponi could think was that she would be by herself, surrounded by people who run through settlements to acquire more land. Along with bringing brahmin barons, like the one who did much worse to her than Calypso ever had. Hesitantly, Aponi very slowly got up off the couch, her wrists sore from the Ranger’s grip they had when they disrupted her peaceful evening. Her nerves were tense, she looked around at all if the soldiers again, then the ghoul, then Alex, “No,” she whispered taking a cautious step towards the door.

She stepped towards the door, grasping the doorknob firmly and inched it open just waiting for Alex to yank her back, but he did not, he allowed her to leave as he said he would. She silently slipped out, her moccasins barely making any noise, then suddenly she took off in a dead sprint until she reached the end of the building. Being Native American she was more than adequate at being exceptionally quiet and stealthy. She peeked around the corner and saw one of the Rangers come out and head her way. Running as fast as she could, Aponi got to The Strip entrance where she ran into Reggie and Waylon who were returning from McCarran after dropping some goods off at the vertibird. “What's up with you kid?” asked Reggie.

Aponi looked back, eyeing the Ranger in the distance, “I just want to get back to the room.” She felt more comfortable with the pair, but choose not to say anything to them yet about what had happened, partially out of fear of upsetting Calypso.

Reggie and Waylon looked back to see what Aponi was looking at but the Ranger was nowhere to be seen, they shrugged it off knowing how timid Aponi could be and escorted her back to The Gomorrah.

Shelby - The Gomorrah

What the hell? Shelby was somewhat confused by the woman's sudden actions and apparent emotional distress as she saw the trails of tears. Clearly the woman would be quite a challenge for Shelby. She wrapped her arms around the distraught woman, running her hand on the back her neck feeling a scar. “Just relax, it'll be alright…” she paused because the woman still had not revealed her name, “I have issues to. I don't know what you've got going on, but I'm not going anywhere until Mr. House lets me out of here so,” Shelby hugged the woman firmly, “You can talk to me if you want to. I'm no therapist but I've been through my share of shit.”

Shelby could feel the woman's rapid heartbeat against her chest, “C’mon Hun, let's go lay on the bed,” she coaxed the woman to the bed and they both laid down. She ran her hand on the woman back and felt a few good scars through her blouse, she sighed, “I was whipped by an asshole back home, I was beyond myself that my parents would allow that shit,” she took the woman's hand and placed it in her own back, “Feel those?” Shelby put her hand on the side of the woman's face, “You know an awful lot about me, why won't you tell me your name, maybe we can help each other. Besides, if you're going to be around while we are here in New Vegas, it would help me to trust you more.” Shelby wrapped her leg over the woman and smiled at her, “I mean, since you live out here and we'll be heading home soon, it'd be nice since I may not see you again after we leave.”

Commander Tolen, New Vegas field commander.
Vault 21, New Vegas

Much to Tolen's shock, House accepted his offer, instead having replied. Tolen shrugged, "Inspections are doable, but our intel files will be off limits. Corporate privacy and all that. But inspections are agreeable. As for why we want the airport, it's a good waypoint between major West Coast factions and would serve us well as a Forward Operating Base in this region. The Boss has asked us to make sure we get this base and set up shop here. In return for our use of this area, this obviously will mean we will no longer accept contracts against New Vegas, seeing as we would have business ties we value." Ryan ran a hand through the grip of the pitcher and began pouring another cup of water. "Mr. House, we're based out of Alaska. Flying vertibirds to and fro is quick to add up in cost. But this airbase offers us a whole new world of possibilities for deployment in the region. In fact, we have men on standby as soon as you give us the greenlight. Then you'll see what happens when Arctic Haven really deploys itself, not that little pissant checkpoint outside the Strip we have right now, that airbase will be our continental aircraft carrier in a sea of factions."

Rough Riders, Frontier Corp, Eliza Weaver - Gomorrah, New Vegas, Nevada

Feeling only slightly better than before Eliza made an effort to compose herself once more. Honestly she was surprised at the compassion she was getting from Shelby. Everything she thought she knew about her said she should expect otherwise but Eliza expected that she was just being polite to get information from her as well. After all Eliza had an extensive knowledge of her even though they’ve never met until now. Regardless of her intentions Eliza took the time to enjoy her compassion and it helped calm her down a lot more than it probably should. After all this was a military operation, her and her unit are equipped for a fight. She needed to rally her emotions and carry on before her unit arrived, but the way Shelby touched her made her feel so damn good. She knew they would understand if they saw her this way but she needed to straighten up and continue with the mission, but why couldn’t this be the mission. They were here to provide security for the Jaded Empire’s delegation after all and here she was in bed with one of the Empress’s most trusted delegate.

Eliza shivered as Shelby touched her scars, no one's touched her like this before. Not even her former lover. Shelby had a particular way about her, she was erotic but Eliza could tell she was examining her with every stroke of her finger. She was obviously caught off guard by Eliza and her actions and was taking this time to learn as much about her as she could. Although Eliza sensed a serious sense to comfort her, the scars on her back for instance. An awful gift given by a horrible man. “Was his name Fusilier?” It doesn’t matter now anyway. All that did was the fact that Eliza knew the circumstances behind those scars weren’t something that Shelby discussed with anyone. Eliza knew the story but chose not to bring it up, as she ran her hand down Shelby’s back she could feel the suffering in everyone. They were definitely scars from a whip, the way they crisscrossed and intersected, some hadn’t healed before another lash had been added over top of it. She knew that Shelby had suffered but in person it was so much more personal. Eliza felt the deepest sympathy for her, an emotion she didn’t think she could possess for anyone outside of the Corp. It was due to this sudden realization of Shelby’s suffering and the fact that Eliza at least owed her an answer, after all this woman needed to trust her.

When Shelby wrapped her leg around Eliza she could feel her heart skip a few beats. It was one of her favorite things that she nearly forgot she loved. Eliza laid her hand on Shelby’s thigh not intending to grip it too tight but she soon realized that her grip was a lot stronger than she thought.

“I’m sorry. I’m not used to this sort of thing.” Eliza began to gently rub Shelby’s thigh as if she saw her apology as insignificant and was trying to remedy it. “I could lay here forever though.” In a moment of blind desire Eliza started to move her hand underneath Shelby’s thigh but snapped back to her senses and went back to laying it on top of her thigh this time not nearly as firm. “Shit. I’m sorry for that. You’re the first woman I've touched in years. I guess I’m getting a little swept away in it all. Anyway I do owe you some answers. It’s the only right thing to do.” Eliza took a deep breath before she spoke. She was scared, this wasn’t something she did with everyone. This whole situation was completely unexpected. Shelby, the flashback, all of it blindsided Eliza. She didn’t expect any of this to happen but she figured if she was straight with Shelby she could attempt to mend the situation. “My name’s Eliza.” She panicked a little bit. Someone outside of the Corp knows her name now, that scared the shit out of Eliza but she wanted things to be right with Shelby. In an attempt to calm herself down she ran her hand up Shelby’s side. It wasn’t helping she was getting hit with so many emotions at once, it was starting to overwhelm her. So Eliza gently placed Shelby’s leg onto the bed and sat up along the edge of the bed facing away from her.

“I’m sorry Shelby but as much as I like this. I don’t think I can do it.” Those words hung heavy in Eliza’s head. She was willing to walk away from all of this. Shelby, the mission, everything, and for what? She was just running from a part of her she wanted to forget about. As much as she wanted to feel another person’s compassion she was afraid of hurting someone else again. Afraid of failing someone that trusted her. Why though? Eliza was stronger than that. Rarely did she worry about failing her team. So why was she worried about failing Shelby? Her mission was simple enough. Asset protection while dynamic and difficult was an easy job for Eliza and her unit. To them it was a contained chaos, keep everyone in check and watch for outside and inside threats. They’ve done it a thousand times and this time would be no different. Except for Shelby. She added an unknown element, she made Eliza want to feel again. She brought back emotions and events that Eliza wanted to forget, she could relate to her and that meant much more to her than a paycheck. So when Shelby called to her Eliza's mind was already made up.

“Eliza. I can tell you’re holding a lot back. So am I, but something is telling me that if you walk away from this. Whatever is eating away at you isn’t going to stop. So please will you just lay back down? Shelby’s voice carried as much concern as it did demand. Part of her wanted Eliza to stay for her sake as well and she was a little scared that she would leave. That resonated with Eliza, for a moment she felt human again. She had someone that wanted to be with her, and she couldn’t walk away from that. If not for any other reason but for Shelby.

Eliza continued to sit on the edge of the bed for a few moments gathering her thoughts. While she was doing so she began to unbutton her blouse. She was hesitant to do so at first but it was only fair. Shelby laid behind her with nothing on and didn’t seem to care at all. Eliza on the other hand was ashamed of her body. Her scars too emotional, each one a story she wanted to hide away underneath a layer of clothing. She was weak and she knew it. Shelby had endured just as many hardships as Eliza but she didn't seem to be bothered by the marks they left on her body. Eliza wanted to crawl underneath the covers and hide herself away. Too afraid to show herself to Shelby but that something that drew Eliza back into bed, kept her above the covers. She was shivering slightly from anxiety and her skin was covered in goosebumps. She didn't know what to do, what was appropriate. So she covered her chest with her arm and laid next to Shelby, too afraid to make a move.

The Jaded Empire – Shelby at The Gomorrah

Joint post between myself and Cobra. I'm posting it in her place. I'll be working on my follow up.

Shelby smiled at Eliza’s nervousness; she stroked the loose hair that had fallen down from Eliza’s bun. She slid her leg up Eliza’s and touched the side of her face, she started to passionately kiss Eliza while her other hand traced her side. “Shelby?” came a quiet voice after an equally quiet knock at the door.

“It’s just Aponi,” Shelby told Eliza before continuing.

Aponi knocked harder and with more urgency, “Shelby,” she knocked harder, “SHELBY.”

“Go away Aponi, “Shelby shook her head, she could see Eliza tense up.

Aponi rapped hard on the door, “Shelby, there are people coming, please let me in, PLEASE.”

“For fucks sake,” Shelby scoffed, she gave Eliza a kiss, “let me send her to her room, just a second.” She got up and walked to the door; it pushed when she opened it and Aponi stumbled inside and quickly shut the door behind, “What the hell Aponi?”

“There are people coming down the hallway,” Aponi’s eyes were wide open, “Something happened earlier and they may be part of tha…” A firm knock came from the door. Shelby nudged Aponi aside and opened it, outside her doorway standing in the hallway were two figures, a man and a woman. They were dressed in desert khaki flight suits with various tactical gear slung over them and they were well armed, although they didn't pose themselves as a threat.

“Hang on,” Shelby said, she shut the door, “Relax kid, sit down,” she told Aponi while she returned to the bedroom to see Eliza was already dressed and was pulling her loose hair back into a bun, “I think your people are her.”

“Ya they’re mine. Anyone else wouldn’t have knocked.” Eliza was tucking her blouse into her trousers while her tie hung loosely from her neck. She was trying to act calm, like she didn’t just literally get caught with her pants down but Shelby knew better. It was scary how good she was at reading Eliza.

Shelby pushed the bedroom door shut halfway and approached Eliza putting her hands on her waist, “I can tell you’re worried, I won’t say anything about this or your name. But, I do want to finish what we started, I feel like we both deserve that,” she squeezed Eliza’s hips, “I guess for the time being we can start discussing where our partnership goes from here.” She gave Eliza a quick kiss and grabbed a towel off the dresser and wrapped herself up as she returned to the door. She looked over at Aponi who sat quietly; she could tell something had happened. She opened the door, “C’mon in. I’m Shelby and that’s Aponi.”

The Jaded Empire - Swick - Track Town (Michigan International Speedway

The tornado siren began to wail causing quite a stir, without a second thought many of The Empress’s soldiers went into crisis mode, fetching their armor and weapons and reporting to the tunnel entrance. Swick ran into the broadcasting tower and grabbed the radio. “MAYDAY MAYDAY; THE U HAS BEEN ATTACKED, I REPEAT THE U HAS BEEN ATTACKED THERE ARE NO SURVIVORS.”

Swick recognized Heart’s voice, they had served Calypso for years and were good friends, “Heart, what the hell is going on?”

“We were delivering supplies to The U when we arrived two vertibirds flew off from right by the hospital and went north,” Heart sighed, “There is nobody left, they killed everyone. Walter was barely alive when we got here, he said the attackers were wearing black armor. He managed to knock a piece from one of the attackers shoulder.”

“Black armor? Power Armor?”

“That’s what Walter described, the kid has only seen Brotherhood power armor before.”

Swick swept his hand over his head, “Sound like the Enclave, but…”

“I know, they were wiped out in Grayditch and nobody has seen or heard from them since,” Heart agreed with Swick’s assumption.

“No way, you’re right, it was like they disappeared off the planet. Wasn’t there a ragtag bunch of Brotherhood misfits running around the CW?”

“Yeah, but if I recall they had painted their shit red, doubt it was them.”

Swick grabbed the track PA, “ASSEMBLE AT THE TUNNEL, BRING THE BUS AND JEEP I WILL BE RIGHT THERE.” This sped up the soldiers response, the old school bus fired up along with the Jeep and waited just outside of the tunnel.

“One more thing Swick, they were using energy weapons, lasers and plasma,” Heart’s voice became desperate, “There are ashes everywhere.”

“I am heading down to the tunnel, our ETA should be around an hour, Swick out.” He grabbed his armor and slung it on then grabbed his AR15 and put a few extra magazines on his plate vest. He descended the stairs and jogged to the tunnel to his assembled troops, “The U has been attacked, no survivors. At this time we are unsure who it was, and it seems as though the area is clear. Load up and move out, be on high alert.”

Lexy - The Grand

Lexy strummed her knuckles on the table as she listened to the chatter on the radio, Heart had managed to fill her in also, but the mystery guests left no clues other than ashes and the single piece of armor. “Lexy to Camp Grayling. I need all available aircraft in the air ASAP.”

Yeepppp,” a scratchy voice replied, “We have two available aircraft to fill your request, the others are undergoing routine maintenance. Lemme guess, The U?”

“Yeah, we have not seen any aircraft here at The Passage area, so split them up, one to The U and one on patrol. We have a chopper here to cover the northern area.”

“So what do we do if we find these birds, shoot them down with my good looks?” Johnson said with what grin he had left on his ghoulish face.

“Ha ha, you’re hilarious Johnson, just try to find them and we will organize a land attack,” Lexy smiled from the smartass comment, “I need to get ahold of Capital City and get the Sat-com set up to transmit to New Vegas so Calypso knows.”

“Roger that chica. I’ll order them up and have Sync enroute to Capital City to aid with the Sat-Com”

Capital City (Lansing) - Late Afternoon

Johnson piloted the old single engine plane; landing it softly on the Lansing airport runway coming to a stop in front of the waiting Satcom team.. “Johnson, long time no see.”

“How’ve ya been old friend,” Johnson reached out and shook Rick’s hand, the two ghouls had been stationed in Michigan since before the Great War. “I see you brought Sync along, good, we’ll need him to get this piece of crap going.”

Sync went to work immediately, the crew gathered whatever parts he needed to hook the Satcom back up to the small reactor. “The powersource is not sufficient for lengthy uplinks, do use it sparingly.” Sync informed the team as he pointed at a fusion core before inserting it.

“We will wait until everyone has collaborated their findings before attempting to reach Calypso.”

“It'll be a one shot wonder then?” asked Rick.

“Apparently so, Calypso needs to invest in better parts rather than lavish shit for her palace,” replied Johnson, the group all nodded in agreement, “I will talk to her about it when she gets back I guess.”

Back at The U

Swick kicked a pile of ashes, “Nothing,” he swept his arms around, “What was the point of this, there’s nothing missing.”

Two soldiers came running up to Swick and Heart, “Sir, the only thing missing from inside the hospital were all the documents from the research facility. Other than overturned furniture and carts, there seems to be nothing else missing.”

“Who would want some old research paperwork?” asked Heart.

“I have no idea, but we need to hightail it to Capital City, all reports from the other settlements have nothing to report, just like those birds vanished,” Swick looked around, “Round up and move out.” He led the group of soldiers to Capital City. By the time they got there it was nearly midnight.

Swick took a seat in front of the monitor and camera, they were going to send a voice only message alongside a video message in hopes at least one of them would reach Calypso. Heart handed Swick the piece of armor while Sync made the final preparations to connect to the satellite and flipped the breaker. The monitor flickered to life as the reactor hummed to life, “Unit is now operational Sir.” Heart stood behind Swick as the screen read, connecting followed by three dots that flashed one after another, after a few moments the system beeped and read, connection to satellite confirmed.

Swick cleared his throat and hit record, “We are The Jaded Empire attempting to reach The Jaded Empress Calypso. Yesterday afternoon The U was attacked by an unknown entity arriving by two vertibirds. The attackers were wearing black armor and utilized various energy weapons overtaking The U. The attackers arrived from the north and left no survivors, then vacated the area returning north. Where they came from and who they were are still unknown. The vertibirds were not seen after that, we sent out foot patrols and air patrols but to no avail. The search is still underway, but at this time the whereabouts of the attackers have not been discovered. Much of the settlement was burnt and ashes of settlers were strewn about the area. The only thing of interest that has been found was that the research center had been stripped of all documents. No major damage was done to the hospital other than overturned desks, carts and a few lab benches. I suspected The Enclave.”

Heart then held the piece of armor in front of the camera, “This was all that was found, everything screams Enclave, but they haven't been seen or heard from in years.”

“Sir, the core is rapidly losing power, the uplink will be lost momentarily,” Sync informed the men.

“Calypso, hopefully this works and you receive this message. We wi….shit!” Swick smacked the desk as the transmission was brought to an abrupt halt.

Alaskan Federation

As North held the menu between his fingers he watched the young leader Marie cause the water in a glass to halt all motion, his reaction probably isn’t what she expected as he seemed more interested than surprised. “You too have been given powers?” He questioned setting down the menu and folding his hands. “I’ve seen others, I have two Rangers that have shown extraordinary gifts, Jonathan the Mad Titan, able to project himself larger than a bear and then some. Thankfully he does not physically grow less our Vault would get a skylight. Another seems to shoot lightning. Thought no one outside of home had powers, there are others who claim abilities of course.”

North pulled out a leather flask. “But yes, declaring war. Bold indeed. I do not know what may drive them to such extremes it is sad to see out lower 48 brothers slay one another.” Hold out the flask towards Marie North continued. “Would you like some, it’s Blue Haven mead. Alcohol content is quite low as it’s meant as a nutritious drink.”

Pulling his flask back and pouring himself a glass he spoke again. “Your Missionaries would be welcome to venture to Alaska, though I cannot fully guarantee their safety. Roads are dangerous and paved with many creatures, even the plants wish to kill you.” Tugging at a chain with a ruby shaped eerily like a finger around his neck he showed it to the young leader. “What would you think this gem is? Ruby? One would certainly think, but no. This was once bone, a true human finger. There is a plant called the Crimson Death, that attaches to a host and converts their body into food. The crystallization of bone is a byproduct of this, should you send men up north stay exclusively to the main towns unless you procure an experienced guide. As for Wendigos be glad no such creature exists this far. They are mean violent beasts. Killing simply because they do not like you.” Placing his hands over his ears and making antlers from his fingers. “They’ll impale, spear and gore any who cross them.”

Meanwhile in the Tops a woman built like a walking tank stumbled around the tables. She was strong, agile and incredibly intoxicated. Yet what would take down a normal woman her size only made her rather dizzy. As she moved from room to room with a vodka bottle in hand and breath drenched in booze she fell upon a certain conversation with a few groups. Little did she know just who these men were only that they talked of peace and she felt like plopping down at their table out of sheer boredom.

“Gentl.. Hic. Gentlemen. Oh. May have had too much already your drinks are strong indeed, like the Mountain! May you be delegates of some kind? I am. Am. Bearhorn, er hm hic. Victoria first. I guard the Alaskan Delegate, and oh. And represent the largest allied Raider Guild within the state. We keep peace too. Through war yeah!” Victoria said as she clenched a fist into the air. “North is good lawman, he too brings peace.” Grabbing a chair she fell into it. As her leather armor pulled and stretched. “Hold on, I need a glass of water. Good to meet you all yeah.”

Rough Riders, Frontier Corp - Gomorrah, New Vegas, Nevada

Eliza was quick to enter the main room knowing that if her team seen her exiting Shelby’s bedroom they would grow suspicious of her actions. She looked more composed than before with her dress shirt tucked in and her sleeves rolled up. Her suspenders were now actually holding her pants up and her tie was repositioned to its proper place. Although her blazer was still laying in Shelby’s bedroom.

When her team spotted Eliza their attention snapped towards their commander. “Mam is everything alright?” The man spoke with genuine concern in his voice. His comrade a young woman a little older than Shelby didn’t speak but her facial expression showed that she was just as concerned if not more so.

“Why is there only two of you?” Eliza voice snapped through the air like a bolt of lightning. Her two soldiers were caught off guard and jumped a little. Although the man shot back with precision. Knowing all too well how to deal with Eliza without stepping out of line.

“Mam our second team touched down just before we got here. So I made the decision to send someone to make contact with them. We’ve already gotten authorized entry so I determined that it would be easier for the other team to enter with one of us.”

“That’s great. Things here have the potential for being much worse than we anticipated. So we’ll need all the help we can get.” Eliza appreciated the directness of her soldier. She trained them well, and they knew when and how to speak with her.

Eliza did notice that the other soldier was being quieter than usual. She wasn’t known for speaking too often but even now something wasn’t right. “Is everything alright?” Eliza was looking right at her and could see her the anxiety in her eyes. She stepped towards the woman and placed her hand on her shoulder, choosing not to make a scene she whispered into the womans ear. “What’s bothering you? Do you need a minute?”

A stream of sweat ran down the woman’s forehead and her heart fluttered at Eliza’s touch. “N..n..nothing mam. I..I’m fine. I’m just worried about you is all?

“You look hurt? Did I worry you that much?” Eliza had a clinical gaze about her, something wasn’t right. She knew these two too well for them to keep anything from her. From Eliza’s examination the woman was in pain and she knew exactly why. Eliza directed the man to stand guard by the door while she walked the other soldier towards Shelby’s bedroom. He didn’t say anything he knew what was happening but didn’t want to say anything.

“Ms. Jackson I apologize. We’re going to need a moment.” Eliza had her arm around the woman’s torso wrapping her hand underneath her arm to help her walk. She continued to speak with her but she kept a hushed tone. “Why didn’t you just say something to me?”

“Mam I didn’t want to say anything in front of Ms. Jackson. Plus it flared up when I was coming down the hall. I’m sorry, I should’ve sat this one out.” She was starting to shake and her teeth were lightly chattering from the pain. Her steps were weak and her feet were shuffling across the floor. “I’m starting to feel the hot flash coming on, mam.”

Eliza could feel the woman’s heart begin to race and she knew that she was starting to panic. “Just focus on the breathing. Deep breaths, we’ve dealt with this before. You’ll be alright.” They made it into Shelby’s bedroom away from the rest of the group. Eliza shut the door slightly when they entered, and sat the woman down on the floor. She removed her backpack and let her lay down on the floor, Eliza was sitting down alongside of her digging through her backpack for medical supplies. “Do you know what triggered it this time?”

“No. It’s been happening like this more often. I can’t even sleep now.” The woman felt better now that she was able to lay down on her back but she was still in agonizing pain.

“Is it the nightmares?” Eliza fetched a syringe of Med-X, a sterilizing pad and a bandage from the woman’s backpack.

“Ya..it’s the nightmares. They’re so vivid. It’s like I’m reliving it all over again….”

Eliza put her hand on the woman’s cheek and turned her head to face her. “Don’t think about it alright? Now where’s it hurting? Same place as before?” She didn’t wait for an answer. Eliza unbloused the woman’s boot and pulled her pant leg up past her knee. She was missing her leg from the knee down, at least a natural one. It was replaced with the skeleton of a synthetic leg that allowed her to walk but her brain wouldn’t let her forget the pain she experienced when she lost it. Eliza started searching for a vein and upon finding one cleaned the area with the cleansing pad and injected the Med-X into her leg.

“I’m sorry mam. I shouldn’t be here. How are we going to explain this to Ms. Jackson? She's going to think we're weak.”

Eliza rolled the woman’s pant leg back down and bloused her boot for her. She then knelt down over top of her and looped her arms underneath her armpits and pulled her up to her feet. Now standing the woman was slumped over in Eliza’s arms from the pain. “Don’t worry about her, I’ll take care of it. I just need you back at 100% alright? I’ll keep you with me until we get through this.” Feeling more compassionate now thanks to Shelby than she ever did Eliza rubbed her hand on the womans back. “We take care of eachother you know that. I’ll get you through this.” Eliza couldn’t help but feel the irony in the situation. Just moments ago she was just as weak but she was still too afraid to share that with her unit. “Are you good?”

“Ya, I'm fucking good.” She grimaced through the pain and the woman's natural cocky attitude was coming through.

“Outstanding devil. That's what I want to fucking hear.” Eliza wrapped her arm around the woman again and grabbed her backpack with her free hand. They headed out of the bedroom and into the main part of the suite. Eliza carried the woman over towards Aponi and sat her down alongside of her. The woman laid her head back against the seat and let out a sigh befitting rolling her head over to face her comrade at the door.

He didn't say anything he just gave her a thumbs up and raised his brow, as if to ask if she was okay. She responded back to him with a thumbs up and a crooked smile. He gave one back to her and then acted like it never happened. The woman could feel Aponi alongside of her, she was nervous as hell. She sat herself up in her seat and leaned over to talk to Aponi.

“You're a little jumpy huh kid? I thought you were going to go through that door for us.” She was trying to be nice but she could tell that she was making Aponi uncomfortable.

Aponi didn't say anything she just inched herself further away from the soldier and tried to hide herself. Neither her nor Shelby knew how to act around these new people yet.

Pontiff Cromwell

As they walked the Governor turned towards Cromwell, “I understand that your Church has had some problems with the Cult. Currently our Commonwealth hasn’t had much dealing with them aside from the odd missionary here and there.”

It seemed that way to the Capital Wasteland too, at first, his thought as his face turned grim as he remembered past events.

“Even though we are welcoming of members of all faiths, their presence to our west worries us. They are aggressively expanding, and push their beliefs on others. That is not something we can accept. Our commonwealth is built upon the belief of freedom of religion, and our most pious people will do whatever it is to protect such right.”

The Pontiff nodded in approval. "That is good that you and your Commonwealth have such resolve to resist them. The Cult is subtle and insidious. When they first came to my home, they did not do so openly. They first spread their dark influence, leading men and women astray with their words, seeding betrayal long before it took place. No darkness, however, can hide from Atom's light, and it was by his grace that I was able to discern the shadow hanging over the wasteland. I do not know what their dark designs were, or what they are now, but they cannot be trusted."

I pray that Pennsylvania does not learn of this the same way our neighbors did.

“I am sure we can work out a mutually agreeable deal between our two nations. After all, we have surplus steel, coal and food to offer. I am sure you can find use of our resources.”

We have little use for coal when we have Atom's glow, but food and steel would prove helpful, in maintaining our bulwark against the Cult.

Cromwell smiled as they descended into the vault. "I cannot speak for all those in the Capital Wasteland nor those in the Commonwealth, only for Atom and his faithful, Governor, but we are not without means of our own to trade. Our holy city of Megaton is a beacon of commerce, while Atom's holy island to the north is home to wonders both of technology and of nature that cannot be found anywhere else."

The Jaded Empire - Calypso - The Topps

"The Passage, yes", Martin replied, "The Lord Paladin is not opposed..in principle..to your efforts to control commerce in the Upper Lakes, but he doesn't like the idea of paying tolls to pass under the Mackinac Bridge.

Calypso raised a brow and took another sip of her drink.

“Yes, it has certainly been proving difficult to say the least. But of these incidents, whatever do you mean? We had a breech from a settlement to the north, to which I shall address upon on our return home.” Calypso took Martin's hand in hers and placed it on the bare skin of her chest, “The aid in reconstructing my bridge back to it's glorious splendor pleases me greatly. But I must question when you say aid in maintaining it. Are you suggesting some of your people will be taking residence in the surrounding area?”

The waiter brought their dinner, “It looks exquisite, thank you.” Calypso cut into her steak, blood dripped onto her plate from the rare slab of meat. Calypso looked at Martin, “This can perhaps be acceptable, though I must ask, are you able to locate a turbine for my Apache? I would be ecstatic if si, as that would aid greatly against opposing settlements whom wish to breach our borders. In which case I would accept your offer and adhere to toll free passage in my lakes.”

Governor of New Houston and President of the Confederation Harris

“Wonderful, I’ll work on making proper reservations for all of us. Does 8 p.m. sound agreeable? I would like to take some time to visit my quarters and contact Key West about recent developments. It would be an absolute pleasure to see all of you there.”

Harris wasn't just grinning for political reasons now. He was glad Bartholomew was so amicable. He was glad the Keys were working so well with them. Hopefully this relationship would last. “8 p.m. sounds fantastic. I must return to my quarters to submit a report as well. The pleasure will be ours, and I look forward to this grand meal’s discussions.”

Harris shook hands with Bartholomew and then Alexander, smiling the whole time before leaving with the Texas entourage to their quarters. Though something seemed… off with Alexander. He couldn’t put his finger on it. Could it have something to do with the Bartholomew’s earlier physical suggestion that Alexander had something to do with the cult? Maybe. He shrugged slightly, more so inwardly. He was grasping at straws, so he mentally archived these observations about Alexander. There were more important things to focus on.

He also noticed that the Keys had paid little attention to the Angels of War delegate. “I think you’re invited to dinner too Lenix.”

As the Texans moved to their suites in the Tops Casino, they failed to notice the navy blue vertibird flying into Camp Mccarran.

………………………

Governor Angela Riviera

Angela sat in an uncomfortable yellow evening dress under the dim lights of the Tops, Leland to her left and Harris to her right, watching as more delegates from the east carefully took their seats at the table. All of them with acute political mannerisms honed over the years they'd been at the top. Even though she shared a title and position with these politicians, she still had much more in common with the ranger to her left, the soldier leader of the Angels, and that captain from Appalachia. Still, it felt good to sit at a table with all of these people. It was almost like the mess of Key, Texan, Franklinian, and Angel soldiers she had fought with in the Hoover War. Only now she was fighting with them from a much higher point of view. And with less blood, beans, and blast wounds.

The start of an address from the well groomed Key Representative interrupted her idle thoughts. “Gentlemen, I’m sure you all have at least some inkling as to why I organized this dinner. This continent we call home has yet to pull itself out of the slump our ancestors in the United States put us in, and we are, frankly, all to blame. Five years ago, most of us fought in some capacity to put an end to tyranny in the Americas by making war with the Bull of the West. While it was a noble and just cause, we failed- and not just because of the Treaty of Goodsprings and its preservation of the Legion. We failed because we proceeded to do next to nothing to improve the state of humanity afterwards. Liberty, freedom, democracy- these are all ideals which we hold dear, yet the West and Northeast harbor tyrants and extremists which would undo all of the fragile progress humanity has made since the Great War.”

The treaty of Good Springs angered her to say the least. She took and exchanged bullets for freedom, and nothing changed. Half the world still bowed to kings who took advantage of their people too regularly. That was part of why she put on a smile and made speeches in front of the capitol building. That was why she put on this terrible dress and came to this table.

Bart continued. “In the West, the fate of millions lies in the hands of dictators like Barnaky, Lucius, and, dare I say, Mr. House himself. Even the former paragon of western democracy, the New California Republic, has shown its true face today with its disruption of the peace talks and blatant expansionist attack on the Legion. No effort was made to let diplomacy solve their problems. We cannot let this become the norm for America, lest we repeat the mistakes of our ancestors. His Serenity has provided a starting draft for an alliance of sorts which would bring our enlightened nations closer culturally, economically, and militarily. The American Co-Prosperity Sphere would be an axis of nations dedicated to the spread and perseverance of liberty throughout the Americas. While a lofty goal, it is one which we must pursue if we are to bring humanity out of its dark age. The agreement brings along with it more practical applications as well. Closer trading ties, mutual protection, the return of international law. We hope to use this alliance as a way to create and support democratic regimes for and of the people of America. In addition, we have an interest in hiring the Angels of War as a possible multinational military force to support this alliance and ensure the dictators of the West cannot stomp us out.”

It sounded like just what they needed. A treaty to keep people working together, not just coming together whenever shit hit the fan. Make America a better place for Texas and everyone together. Freedom forever, and all.

“I’m sure you all have many questions about the exact details, but does anyone have any input before the reveal of the actual document?”

Before she could speak her assent to the idea, Angela restrained herself and looked over to Harris, feeling she should follow his lead. And he didn't disappoint. “None”, he said smoothly, with a rumble of excitement “I'm eager see your grand plan.”

She did her best. “It sounds fantastic. Carry on.” She sat back, hoping her line was politically correct enough. But she didn't really care at that moment. The treaty was more important.

David Morrison, Ambassador of New Dallas

“Of course.” Hopeway stated as he turned to one of the rangers nearby “could you please go and find a representative from the keys.”

“Since this also affects the keys, I believe they should also be given an explanation.”

“That is fine, I can wait.”

It wasn’t long before the Key representative and the ranger were back. One of the rangers offered him a refreshment, and it didn’t take long before he gave in and ordered an Arnold Palmer. David knew he needed to focus, but what harm could one drink do?

“On behalf of the NCR and president Kimball I apologise for not informing you of own plans but it was done to ensure both Texas and the Key could claim innocence and so that we could control the information Caesar gets... As I’m sure you’re aware next to the brute strength of the legion Caesar's next biggest asset are his Frumentarii spies, led by Vulpes Inculta.”

It was… it made sense, but it was still outrageous. “Your basis for these actions is admirable, but we surely could have set up a secure channel?” But then the truth shocking as the woman kept explaining.

“Without a doubt they likely have agents within all our nations feeding them information.... The NCR has decided to use this against them by spreading a "Fake news" Story...make the legion think the NCR are invading Arizona… Mr Hornsby, the president TV speech, the Vice president statement, General Shu and all NCR news stations and perhaps yours News networks as well soon are spreading this story, "NCR invades legion to “safeguard" the NCR.... In reality the Forces led by the president are a distraction, a distraction that appears to be working if the reports I’m getting are correct. What will happen next will depend on legion actions but we assume Caesar will attempt to regroup into an army to defend his capital. If he does both strike forces will aim to surround this group and attack from all sides....
Hopefully eliminating it with minimal loses.”

He was at a loss for words. The NCR seemed likely to outsmart everyone.

"I would like make it clear here we have no plans to occupy legion territory... the goal is to weaken the legion, humiliate Caesar and perhaps if we are lucky start a Civil war.... “

The NCR Ambassador turned to him "when you arrived you mentioned trade. A small group from the second strike force remained behind in Mexico and began to set up an trading port and scout out a path toward Texas and Keys... enabling us to trade without having to venture though legion lands again. I don't want to promise yet but hopefully the travel time shall be lower for this new and shorter route, potentially allowing faster and thus more profitable trade between our nations well."

Well… that trade route would be profitable for New Austin, New Houston, and the Keys. But what about New Dallas? But everything else the ambassador had said… he was genuinely impressed. Perhaps outrage against the NCR wasn’t necessary at all.

“I…”, he began hesitantly “I applaud the NCR’s ingenious tactics. As scandalous as your dishonesty was, I understand the point behind it. It’s not up to me, but I’ll support approval of the NCR’s actions. Whether we will join you in your new war is another matter.”, he paused before continuing more confidently “Furthermore, a civil war in Legion territories could be beneficial. I might have some friends who could support this. As you probably know, a splinter faction of Legion forces, now known as the Tex Legio, broke ties with the larger Legion as the war seemed grim. They settled in the largely uninhabited panhandle of Texas, and have since essentially become a protectorate of the Confederation of Free Texan States. They might have some interest in rallying some of their old brothers against Lucius. It would take some convincing, as they prefer isolationism. They even chose to not come to this meeting out of fear the Legion would take more notice of them.”

He sipped his Arnold Palmer readily before continuing. “As for trade, that new route, if it pans out, sounds desirable. But I am still eager to support our old routes as long as possible. Could the NCR ensure they are protected? We can’t have the Legion destroy our connections while the new route is being established!” He didn’t mean to say that so loud, but he hoped his point was still made.

Brother Martin - the Tops

“Yes, it has certainly been proving difficult to say the least. But of these incidents, whatever do you mean? We had a breech from a settlement to the north, to which I shall address upon on our return home.” Calypso replied as she took Martin's hand in hers and placed it on the bare skin of her chest, “The aid in reconstructing my bridge back to it's glorious splendor pleases me greatly. But I must question when you say aid in maintaining it. Are you suggesting some of your people will be taking residence in the surrounding area?”

"We didn't think you would find a permanent settlement in your lands to be acceptable", Martin said as he gently but firmly took her hand in his and moved it from her chest to the table, and patted it affectionately, "the idea we had was to train some of your people, and perhaps assist with reprogramming some of your robots for the work." He then added, "But if you would like a permanent mission to assist you with the task, we can certainly discuss it."

"An Apache, hmmmm", Martin mused to himself. He remembered Joseph mentioning in the last briefing about Calypso that she had a pre-war attack helicopter that was relatively intact, but hadn't deployed it. A bad engine would explain that nicely. While it wasn't a real threat to the Brotherhood....there was only one, after all...it would be a thorn in the Cult's side if they angered her. If they didn't have one already...or could not rebuild the existing one on the helicopter...he knew just where one could be found.

"I believe", Martin said as he patted her hand again, "that we have a deal then. We'll either repair your existing power plant in the vehicle, or provide a rebuilt one. i'll forward the request at my first opportunity."

SAC HQ Bunker - Omaha

The Operations room was abuzz with activity as usual, as Scribes and Paladins oversaw operations throughout the Order's Domain. The Duty Officer, seated at his desk, was distracted from the paperwork he was doing as the teletype machine next to his desk suddenly chattered into life. Rising to his feet, he pulled the sheet off once the machine stopped again and read it.
