You only need Kaisoken dust injected into your bloodstream once to get magical powers. This is not widespread knowledge except among the child soldiers and the Rau've and Kaisoken high commands.

Rau've...you know already; they'd treat them well. Kaisoken...they'd kill them, but painlessly. The other races would either treat them well or experiment with them.
