The world of Kisarti orbited 17 lightyears from the Cardassian DMZ, and was a valuable trade hub and manufacturing powerhouse for the area. Most importantly for the Dominion and Cardassians, though, it had refused to join the Federation for the last 80 years, or even form an alliance with anyone, refusing to get involved in the affairs of other races outside of trade and security work. The Federation wasn't willing to seriously pursue the matter, though, as the planet didn't even have a government to negotiate a membership with, and so couldn't join the Federation as it was.
When, during the Dominion War, the supply of Ketracel white ran low and the Dominion was unable to resupply itself, they went to Kisarti, a major supplier of biochemicals, to attempt to purchase more. Most of the biochemical plants refused, however. Manufacturing it would put them on the side of the Dominion, they felt. What few plants did agree to produce the drug only delayed the situation, so the Dominion decided that it had no choice but to invade and capture the plants for itself.
When the Natives fought back Gul Turan, the man in charge of the Cardassian forces on Kisarti, ordered that any local which carried a weapon and didn't have a Cardassian issued license was to be shot on sight. Millions of Kisarti died in the resulting battles, but, with the aid of the Federation and the Klingon Empire they were able to drive the Dominion off of their world.
Now that the war has ended the POWs that were captured during the invasion, 117 Cardassian troups, 78 Jem-Hadar, 2 Guls, named Turan and Roka, and a Female Vorta named Shiana, are going before a Federation judge to answer for their war crimes.
The idea is that we would act out the testimony of those that testify, maybe even testifying ourselves. We could be Kisarti, Federation, Klingon, or even Cardassians, Jem-hadar or another species from the universe, like Ferengi.
Edit: We may need to have multiple characters, so that we can have future, pre Starfleet aid, and post Starfleet aid time periods to work in.
