His betrayal in his folklore made him cautious when associating with people, He mostly jests and has a frolic nature to hide his disdain towards humanity. You would think that Piper would manifest as an Avenger-class with all of that hatred and revenge on his mind based on his legend, but instead, the grail didn't grant him that. In this holy grail war, He manifested as this magic wielding Hero who lost his way and only seeks recognition and has little sympathy left despite the horrible things he has done.

From there, these souls can possess any of his familiars to become even more rabid and stronger but still acknowledge Piper as their master.
Also, These souls can be used to make familiars, or could even be consumed for magical energy among a variety of other purposes. The entrance of this place is still shrouded in mystery and the only way to cross it is through a mysterious cave that appears when Piper play's his flute to lure his victims in.
