Lynn grew up in the US. Her parents divorced when she was 5 years old. She was too young to understand what was going on, but through some help she pieced together that her mother left her father after he betrayed her. He used his power as a lawyer and uprising politician such that she mostly just left. She got a bit of money out of it, but Lynn stayed with her father.
After her mother left Lynn was cared for by Au-pair girls. Some were nice. Some were not. Her father never really cared - the only reason Lynn needed to stay was to hurt her mother and profile him as a family-friendly politician and single father. Things changed when she got a new Au-Pair girl, when she was around 9 years old. The girl was nice enough, in the beginning. As soon as she understood that Mr. Johnson was not too interested in his child and she could either do all the work required or just not do it thins started to... fall apart. At first she just stopped driving Lynn to her friends and extracurricular activities. As nothing happened things got worse. Lynn was left alone without money. She quickly learned stealing (and reselling some, rich kid's school was a good ground for that) could get her through.
It did not go well for long. Upon being caught again police was summoned. Her father heard from it. He was furious. He was leading a campaign basing heavily on youth criminality and violence and a hard hand against it. A daughter caught stealing did not fit his grounds. Luckily for him, he found a way around it: Showing a hard line even against his own blood would make him more believable! He ended up getting a lawyer for his daughter with strict instruction, resulting in her being sent to a boot camp and the nanny being sent back home.
The state-ordered camp was only meant to last a few weeks. Her father just discovered the convenience of it, so she was sent to the next, private one. It really messed with her. Even more when after 2 years of living in camps not made for such a permanent living her father allowed her to go home - as a vacation to visit his new marriage. She hurt herself just to avoid it - maybe even to finally end this all. The camp discharged her. She went home. And before her father could find a new location she just ran away.
The last two years she had been on the run. Being brought back to her father twice she escaped again both times, one time from home, once from her boarding school. She had lately turned herself in to police on her own terms. No one really knows why. No one asked. Her father had found Jakku High in the mean time and placed her there, with a very definite note labeling her as a flight risk, potentially violent and addicted.
