I think trying to get everyone together is definitely the right way to move forward. This way as they discover their powers in the coming days they will recognize each other and be a bit more inclined to interact with each other. Maybe if we mix up the current groups by having them split among two or three hospitals it could let everyone "meet" everybody. For instance, Samira met City and David by the docks, but then maybe she meets Waylon and Petra at the hospital. Just something to create the sense of a familiar face.
I was trying to think of a way to keep the entire group on edge as the scientists frame the interns for the attack. The only thing I could come up with is that the FBI/SHIELD would have them under surveillance. Initially because they survived as hundreds died overnight from the injuries, and then even more so as they started to discover their powers. SHIELD would never be as obvious as a guy in a dark suit and sunglasses staring at you from the corner (the FBI might), but if they all get the feeling of being watched maybe that would make the characters reach out to see if the others are being followed too.
