A middle-aged man with light brown hair, and pale skin. Often wearing make up that allows for his skin to be lighter in color, somewhat white, and with usually wigs of white, gray, or salt. Often seen with long coats, with a plethora of medals and in different colors. Often the colors of military officers, and generals. He wears his houses sigil over his left breast often. But, he is almost entirely standard, and proper, the only mark of fault would be a limp caused by something at a prior date.

From Threll - Yes
He is the current reigning Emperor of Threll and has been for the past two years, and three months after his fathers adjucation from the throne following a peace treaty in which over eighty percent of the empire was split between different states, and a failure to protect his eastern peoples from Genocide. Since then, he has tried to rebuild the military, and the social standing of his house.
Training/Skills
Educated: He has been trained in the manners of a gentleman and as a follow-up the second son of the previous Emperor. He is well educated in literature, and social abilities. It has helped him some in his faults growing up, but not entirely.
Nimble: As someone who has frequented balls, and dances, he is nimble his abilities. He has been rather lightfooted when dancing, in sports such as fencing, and while on horseback.
Marksman: With a crossbow, or these newer firearms, he has turned out to be an excellent shot with most mechanical weapons and firearms.
Downsides
Second son: While most of his life, he was meant to be a runner up for his deceased older brother. While he was educated, he often found himself having trouble speaking, and he had a stutter that was literally beaten out of him by his father. It still shows if he is stressed. But it also means he is not as respected as his older brother once was.
Poor Commander: In battle, his indecision and lack of formed social skills has created someone who might do well in a court setting, where things can wait a minute before being decided. But on a battlefield, he is often overwhelmed, and ignorant of things happening around him.
Cursed line of Emperors: His comes from a line of Emperors that have slowly had worse and worse health. He is the latest, suffering of insomnia, and paranoia. He tries to hide many of his faults, but the physical illnesses such as minor flus, and colds often affect his line mentally due to their good medicine that is able to keep them alive. But the medication also affects their mental capacity.

Armor of House Then : A mastercrafted armor set that is worn in battle against the greatest enemies of the empire, extremely ornate, but missing a lot of it's older pieces, mostly jewels, and engravings that have been chipped or that have fallen off over time.
Wreath of the Emperor : A crown of silver in the form of a wreath around the top of his head, often worn in court or in public.
Affluence/Wealth : Poorer than a Duke - while he may be the Emperor, his coffers had been drained before he received the throne and likely from before his father or grandfather took the throne.
History : Born the second son of the old Emperor of Threndel, he was appropriately educated as a son of the empire, with only some 'defects' as his father put it. He had a strong lisp and stutter that inhibited his speaking abilities for most of his life, and still today in some cases. But through his young life, he was often mistreated as he was the second, he grew a thick skin, but also bad habits, and traits that leaders should not have. He was somewhat cowardly and enjoyed sparring and fencing for sport, but the sight of blood did cause him to become uneasy. He also became indecisive and unable to choose for himself most of the time. His treatment was lessened by his tutors and by others who visited, but after two wars, both of which were losses, he started to be blamed even though he was far too young even to affect the outcome of a meeting, even though he was never a part of them.
In his teenage years, he was socially awkward because of his youth, and more wars that were lost; he had to move homes several times until he ended up in the New Capitol of Threll. While he was born in this city, he had moved many times as enemy armies and rebels came close to where he lived. Friends, he has lost many as their lands became new kingdoms, states, or vassals of his enemies. These years also showed him to sports, art, music, and horses. While his father's armies were being phased out, he took to the new as he created many of the army and navy uniforms. His father looked down upon this because he took an interest in making uniforms. His father made him wear the uniforms.
At fifteen, he became an ensign in his father's army, primarily in his cavalry corps. While in the cavalry, he enjoyed riding horses, but he often found himself being left behind or being a runner. Combat is something he couldn't stomach often, and at the time that did not matter because he was the second son. He was the one who couldn't stomach blood; he didn't have to take the throne.
For a long time, almost fifteen years, it stayed like this until the most recent war. While his eldest brother fought with the rest of the corps, he was away running orders to his father. A man destroyed the corps, his brother included. An ancient mage had found where the brother and his men were sleeping; within moments, they were ashes. He had never seen magic at that scale, but he knew his brother was dead, and that he was to be the Emperor.
With the loss of his brother, and with the war over several years later. Riots had begun to break out, and his life was in shambles, often in court, hidden away to do his bookkeeping. He tended to keep to himself, as many believed him to be the death of his elder brother, the one who should have been the next Emperor. While in the shadow of his brother, the people forced abdication on his father, which was agreed upon, a council was formed with a proxy at its head. Emperor Theltavious VII, or Argamei of House, then became the two hundred and third Emperor of Threndel.
Being a puppet for approximately twenty-five minutes before the roof of the Imperial Palace in Threll, which was heavily damaged in the war, collapsed, killing most of the 'democratically' elected officials of the public, with his survival and the survival of several loyalists within the court. He once again became the absolute monarch. Having a shortcoming in those in court, he has begun searching for those in his nation to rise to the task of rebuilding it.
