Vampire RP Idea

So I have this RP idea that I've been doing with a very good friend of mine. We've fleshed out the world, the laws and such so I wanna see if there is any interest out there. You can help me flesh out more 'Laws of Nature' or whatever we may need. I am also willing to accept doubling up. I am choosing to play the role of a male but I am quite capable and willing to play the role of a female. If you guys are wanting to help me flesh it out more, if you want to just 1x1 with me we can, if you want to actually group roleplay it, let me know. I am planning on turning this plot into an actual book, so no worries if no one bites.

Location: North America
Time Period: Modern
Generalized Plot but not limited to: A wealthy young lady grew up with a secret friend, a little boy who would sneak into her room at night to play... innocently. He vanishes around 12/14 years old and doesn't come back for 4 years. When he does come back, he sneaks into her room at night like he used to.. only to find out she is sick. She has a terminal illness that will kill her. He knows he could change her to save her life, but he also knows it is completely against the laws to change a human without prior permission. Does he admit that he is a vampire or not? And if he does, will he break the Vampiric Council laws about changing a human? Does he let her remain human and help her live the best life possible before her illness takes her? Does he become a fugitive of the Council and change her into a vampire?

For any of those interested, but not wanting to be having a melancholy rp, fear not! I want to focus on their adventures trying to complete her 'bucket list' before she passes. The risks of leading a rebel lifestyle under the Council's noses. Falling in love. Relationship building for both couples. Then if he so chooses to change her, what grand adventures they have together afterwards. We can have multiple groups going on, like Nixon becoming unlikely friends with a werewolf who in turn falls in love with a succubus or changeling. The group grows as they travel the world, running from the Council and various other dangers. I'd like to focus on the good, the bad, and the scary. 

-* Hunts must be inconspicuous, with victims unlikely to be missed; their remains must be disposed of and territory must be changed often.

-* Incapable of self-control, and therefore a threat of exposure, immortal children are not to be created. Such creation is the ultimate taboo and punishable by death to both the child, the creator, those who defend the child and those who know of its existence.

-* False witness, regardless of intent, is punishable by death.

-* Hunting is forbidden in Venice, Italy, the town of residence of the Council.

-* The parent is responsible for their Pure blood's behaviour and teaching of the laws before they can be released on their own. By letting a Pure blood hunt conspicuously, the penalty will be death to both Pure blood and parent. Even if the Pure blood is ignorant of the law, their rash acts are still punishable by death.

-* Vampires' interaction with humans must not draw wide attention. If a human becomes aware of them, the vampire at fault would be responsible for silencing that human permanently.

-* Vampires are not to engage in romantic or sexual relations with a human. Humans will be terminated. 

-* Vampires are never to kill other vampires. Punishable by death, circumstances considered.

-* Vampires are required to have written permission from the Council to create a New Blood (Human changed Vampire). Creator is responsible for the New Blood just as they would for a Pure Blood.

Vampires do not use the bathroom when drinking pure blood alone, their body absorbs 100% of the blood they drink. The blood gets distributed among the muscles like calories and fuel molecules do in the human body, providing energy to keep muscles from deteriorating and skin from decaying. Movement, consciousness, talking, and using gifts burn the blood off so vampires must keep ingesting blood to keep alive. That they can eat human food but get no nutrients from it and it will be expelled from the body.

If a vampire wants to go into the vampiric slumber, they must feed heavily before and almost immediately after. They may slumber for a century before having to rise, though they may feed and return back to slumber again. 

Vampires can reproduce, though the child requires blood from one or both parents to survive infancy. During pregnancy, the female will crave the father’s blood. It is how the body maintains the second genetic code to develop the child. If she regularly drinks another male’s vampire’s blood (IE: Step father to child), the child will gain some genetic code from him as well. (Pure Blood)

Vampires can not reproduce with another species (human, werewolf, demon, etc). Only the direct descendant of the original vampire has the ability to reproduce with a human. Provided either the human or the vampire is a direct descendant and the human drinks the vampire’s blood leading up to and during the pregnancy. The human does not survive birth unless changed vampire in the moments between child extraction and the heart beating stops. When a vampire child ages, they grow at the same speed and milestones as a human child, though do stop ‘aging’ around 25, giving them the vampire youthful look for all time. 

Vampires sired from the Original have more distinct abilities than others. They can also pass down their abilities more easily than a sired vampire can. Mind based abilities are limited to descendants of the Original Vampire. Possession, viewing/controlling memories, unescapable manipulation, etc.

Vampires can be killed by decapitation, fatal damage to the heart or stomach. Sunlight burns the skin. Crosses and garlic are laughable nuisances. 

Vampire Blood has temporary healing abilities on human bodies. (Gives them a boost in speed, strength, heart beat faster/stronger, lungs breathe better.) Essentially it provides the benefits of Adrenaline but on a super human level.

New Blood is a human that was turned vampire for less than a year, and their physical strength surpasses that of older, more experienced vampires, as they still have their own blood in their tissues. A New Blood's thirst for blood is overwhelmingly and relentlessly painful ("fire in the throat"), and they will feed as much as possible to curb it.
