How important is out of character communication to you? Is a roleplay's success directly related to how much the players talk to each other, or is such communication optional? Not to be horribly nit-picky, but why not include a "Notable" for the General Interest Checks? There are many Int Chs in there that are quite appealing to a vast array of players, it's there for new GMs who don't really know what level they wish to start on and is quite good for players who wish to try reaching the next level of RP (Free to Casual, Casual to Adv)

And I am totally not just suggesting this because I have an RP in there.............

Out of character communication, or OOC, as it's called around here is probably one of the most important parts of having a successful roleplay. Sure, there is that pre-planning stage of roleplaying when you share ideas and come up with the plot, but throughout the story there will be twists and turns you'll want to discuss with your partner (or partners in a group's case). Sometimes going with the flow might not be the best idea because someone may not like it as much as the other (or others, again I'm a group's case). OOC communication clears out confusion in the story everyone is trying to create. That's another thing. It's more than one person creating this story so that means multiple ideas will be thrown. How would you share those ideas and bring them to life? Well, OOC communication of course!
Now this communication isn't just for business you know. It's also to get to know who you're roleplaying with. I don't think anyone has roleplayed (roleplay-ed?) with a complete stranger. Normally, we tend to want to get to know the person we decided to share a journey with. In that time, we end up making new friends and then... Well, whatever you do when you make friends. (It's different for everyone and I'll probably off on a tangent.)
To sum that one up: Everyone gets to share and clarify their ideas, and you make friends that way.

Oh, and indeed I have kept in contact with others outside of Roleplayer Guild. That would be Skype. I'm in a group roleplay called Midnight Train (It's quite interesting, read up on it sometime in the advanced section-... *ahem*) and the GM, Fox of Spades created a group for us to chat in. It's pretty helpful when we need to let the GM know that we may be out for some time or we have a question. Skype is...quicker to access? More direct? Hm, I don't know how to put that into words... Well, basically what I'm trying to say is that sometimes we may get a faster reply on Skype than on RpG. And often it's used to just relax and chat if we don't want to crowd the OOC too much with random, funny nonsense. The only hinderance I would have to say is timezones. When you learn that your newfound friends live on the opposite side of the world and your night is his/her day, it gets difficult to actually have a conversation. I can't exactly say how to fix it or make it work, but it's not impossible to do.

OOC-activity basically means life. You can do this by thread, IM, or hell you could exchange phone numbers (not a recommendation, a possibility.) The most convenient way is by thread because that way everyone is sure to be able to participate and it shows other potential players the atmosphere in your group and frankly... It gives people something to check on whenever they log in. Rather than just being a handful of individuals, you create a small community where interaction outside of the IC is another attraction to the RP as a whole.

The reason this is important, and in my experience it scales up in said importance the 'higher' the section, is because IC post intervals become larger. On a big site where there are always replacement RP's, it's very easy for RP's to die. However, taking advanced for example, a lot of people in it have day-jobs or other duties that simply don't allow them to post as often as the majority of the playerbase in the other two sections. In this case you can't keep IC activity up, you simply can't. So it's not uncommon that there's only a post a week. If there is no activity for so long, people begin to detach their selves from the game, because we've all seen it happen before and said RP goes up on the likeliness-to-fluke-o-meter. This is something you generally don't want, so you have to pull them in using another method. The OOC is pretty big on this. It shows that the game is alive and connects players with another, and the more you like your game and co-players, the more fun everyone has.

Furthermore, wherever there is communication, there is misinterpretation. Personally I think it is absolutely essential to put this forward in the OOC or by PM or whatever, rather than just assume something and fly with it IC... Because everybody will get confused, more misunderstandings will stem from it and eventually kinda demotivate everyone.

As for using methods outside of the guild, plenty. However, and this is one of my weaknesses as a GM, I'm far better at interacting with individuals than with groups. I IM with co-players one on one, rather than throwing everyone together. I do regularly talk over steam, though, and as a player in one of Kadeaux' or Brovo's RP's I'm thrown into a steam conference enough, so yeah that counts because it noticeably builds a group atmosphere and brings people together, be it talking about the game or something else. Also. Another thing is using pads for collab's, which really helps out and is technically communication outside of the guild.
