Of course there could be more clans but this isn't Ireland or Scotland. Its Helcore! Land of rainbows and magic. While further further back, the clans could have numbered in the many eventually they all joined up taking sides and formed six clans. Then civil war, then four.

I think a lot of people are forgetting that this isn't earth, but this is what ever this planet is called.

I took the plague into account when numbering the cities of the Imperium, I wanted it to be a large empire and simply because of it's large population disease and plagues would be a problem, which is exactly what I planned. But if you wish for me to make the city population smaller then I will do so.

It's not so much the why but the how. If you've added gold mines, that's fine.Yes, the population in the capital needs to be much lower. About 500,000 people is pushing it. 2.5 million is just too much.Remember that rhe population will live in towns and villages too. You don't need to list every settlement, just the important ones.
