The world is full of what are most politely called "oddities." Anything that falls outside of humanity's normal scope of experience is labeled as such. Until relatively recently, such people and things have been forced to live in hiding for fear of being destroyed or hunted down. But in the 1950s a man by the name of Oliver Day suddenly changed the status quo for oddities everywhere. The Day family had long been a wealthy, land owning family. When Oliver inherited the entire fortune after his father's passing, he made a bold and completely unexpected move.
He openly acknowledged the existence of oddities, and invited any and all to the safe haven that his land now represented. And so was founded the Oliver Day District in Louisiana. Since then, a veritable city has risen from where cash crops once flourished, and the city has expanded as many of those nearby sold their property out of fear of the things that lived in the city.
This is modern day O.D.D.

I'd like for other people to contribute to the world of this, with their own creatures and factions and places. You should note, though, that none of them exist in a void. If someone else creates a faction, you should be thinking about how it would interact with yours, and you could discuss possible past and future dealings.

Noctramancers:
A cult, as old as the vampires and just as feared. Noctramancers are a silent group of humans who practice an old, forbidden form of magic. They live in a large manor on the very border of the city. The man was there long before the district was formed and was quickly taken over by the cult; it is a large dark brick house, with huge pillars outside the front entrance. Each window is a large oval with black metal framing them. Lights are never on in the manor, noise never comes from it's walls and no one is ever seen in the building.

Vampires believe that the cult has died out; wiped out due to war. The Noctramancers and The Vampires have had been enemies for a long time, no one is really sure why anymore. Attempting to feed from a Noctramancers is harmful for Vampires, as the dark magic they practice taints their blood and turns it into a toxic black sludge. The manor is left to rot and crumble. No one wants to expose themselves to the magic that could remain inside it.

The members of this cult, were known for hiding their identities with large cloaks. Long, flowing cloaks which are embellished with embroidery. Symbols and wards sewn into the fabric using bright, rich coloured string. The cloaks show dominance and power in the cult; the more powerful you are in the magic, the more detailed your cloak is, the more colours are added. Red string is never used, as it is seen as a symbol of blood, the food of the cult's enemies.

No one is really sure what their magic does, anymore. The Bloodline made sure the cult's history was burnt and that any members who were found, were destroyed. All hey know is; 1) The magic is not to be used under penalty of death, 2) There are likely no members left anyhow and no one thinks, they assure themselves, the members wouldn't dare show themselves in an area so heavily controlled by vampires.

Why would the Bloodline intentionally whipe all of their own records of an enemy?
Especially since they keep meticulous records of their members, let alone their most dangerous enemy. Not to mention vampires are immortal, there could easily be members of the Bloodline who were around for the last time they were in conflict.

Other than that, they're good, though you know you will have to expound on their magic, at least to me.

Geflas:

The Geflas are an ancient race, slightly older than the Vampires, although any contact is avoided, although the Geflas have always been a peaceful faction with no desire of harm, instead taking the role of forest protectors. With a inconsistent plant based DNA, the Geflas have the ability to change size, making them even more suited for deterring humans from forest. Though their true home is deep in the untainted heart of the amazon, some of the Geflas, including their formal queen, moved to the human world, in a attempt to cleanse it and restore the Forrest, but were met with hostility all the way from Sumeria, eventually driving them into hiding, until the announcement of Oliver Day's new refuge, of which was quickly sought out. Since then, things have remained between the Geflas and the Vampires as they typically have, with little contact or interaction, with the Vampires considering the immortal Geflas as of little concern, and the Geflas considering the immortal Vampires to be to offensive too socialize with. As far as Noctramancers go, the Geflas attempted to wage a crusade against them long ago, but it ended in failure when they encountered the land the dark magic had tainted, and were forced back to their jungle sanctum, of which they cast protective magics upon to keep it safe from the spreading taint of the humans/ Noctramancers.

Attire: The Geflas are known for their green to blue skin, and often wear leaves, social order is distinguished by each Geflas's birth trees distance from the heart of the jungle, with the queen being born at the very center,.

Well, I didn't mean that everyone had to be connected to everyone, just to think about how the other factions would interact with yours.

They also don't all have to be ancient immortal races.
That being said, they're good to go, though I wish we knew enough about the Noctramancers to come up with a reason they might be in conflict.

I know they don't have to be immortal or ancient, but I made it like that because they're essentially Forrest spirits, so as old as the forest, and , not technically immortal, just that they luv as long as the Forrest reies, and since some areas of the amazon hale from when the world was mostly tropical, it is basic immortality. But extensive logging does pose a threat to them.
