meh, I only let Weiss do whatever I can justify by previously stated events. While you are adding more powers. Most of the things he does are just clever uses of portals. which i'll admit is pretty much when you can think creatively with them.And why wouldn't Weiss have permission to leave hell? He left before didn't he? Nowhere in the entire story was it stated that a devil would have trouble with that.In fact he already went to hell and back several times for trivial reasons, like picking up his bag that he forgot at home.Now, locking him up in heaven, that would screw him over big time.And if there are rules around teleporting in and out of hell. don't these apply to a werewolf?I feel like you are building on a lot of assumptions that you aren't sharing with us OOC. So you shouldn't be surprised to find me confused.
