The Elder Scrolls: Rising Storm



Our story begins in the Elder Scrolls universe, the time is 4E 205, and Nirn is coming to the brink of war.

It has been four years since the dragon crisis in Skyrim, thirty years since the last Great War. Tamriel has somehow survived a series of destructive events since the end of the third era. Wars, disasters and rivalries fractured this once united land. The Empire is merely a shadow of its former self, with many provinces gaining independence and declaring hostility, order is nothing but a memory from the past.

To the east, however, people of another land lies in wait. Akavir, historically a rival of Tamriel, sees a perfect moment for conquest. Through a series of negotiation and warfare between the Akaviri nations, a seemingly impossible alliance was forged. With a combined military of unimaginable power, the Land of the Dragons (Akavir) now has its eyes set on Dawn's Beauty (Tamriel).

Finally, a hidden threat beyond that of traditional warfare has emerged. An ancient Sload warlock, K'Garu, struck a deal with the daedric prince(ss) Namira for the secret of summoning undead warriors. Having survived against Tamriel's All Flag Navy during the first era, and later barely escaping a Tsaesci raid, K'Garu vowed to stop at nothing short of razing both Tamriel and Akavir to the ground.





The focus of this RP will be controlling a nation-state of Nirn. The fate of a world rest on you and your fellow leaders' hands. Will you use politics and war to bring peace and unity? Or will you completely annihilate your foes? The decision is up to you.

For the sake of creating a smooth RP experience, some knowledge of ES lore would be useful, but not exactly necessary. The goal is to have a story based on Elder Scrolls lore but remain mostly independent from majority of the established events so we can have the freedom to fully utilize our creativity.

You can control one of the nations, a city-state/sub faction or a multinational organization listed below. There's not really an application process so to speak, this is pretty much first-come-first-serve. Well, unless your information are all wrong/contradictory/too outrageous, in which case, I'll most likely ask you to edit instead of kicking you out.



Just because nations are aligned in the same alliance, doesn't mean they will completely agree with each other.




Rules: I trust that you guys and gals are good players, and I have full confidence in everyone's conduct. With that said, I am putting up some basic rules in case something happens.

"Hammerfell, the Redguard's homeland, had recently survived a massive invasion by the Aldmeri Dominion. Though they were aided by the Imperial Legion, the following peace treaty gave a large chunk of the region to the elves. The Redguards refused to accept those terms, and succeeded in reclaiming their homeland from the Dominion, which lead to the separation of Hammerfell from the Mede Empire as an independent nation. There is now distrust between the Redguard and the Imperials.

It is interesting to note that the Redguards pushed back the Elven armies twice before, and would have dominated Tamriel if not for the opposition in Cyrodiil during the Empire's formation. With the signing of the Second Treaty of Stros M'kai in 4E 180, the Aldmeri Dominion completely withdrew from Hammerfell. This makes Hammerfell the only country to have actually defeated the Aldmeri Dominion, and this largely without the aid of the Empire. The history of Hammerfell was filled with war until finally, because of forced cooperation between Forebears and Crowns, the civil war in Hammerfell has ended, which is likely to lead to a prosperous future."

Animosity between the Crowns and Forebears has always been so great that the factions have been known to leave each other to their own fates during foreign invasions. But in 4E 173, when the Crown city Hegathe found itself besieged during the Great War by the seemingly unstoppable forces of the Aldmeri Dominion, a Forebear army lead by Temijen from Sentinel came to their aid and broke the siege. This has led to the reconciliation of the two factions and with their new independence have forged a new kingdom. A united Hammerfell with Temijen as it's leader. After the formation of the hammerfell kingdom, Temijen has spent the last fifteen years slowly eating away or assimilating smaller factions, tribes, and, kingdoms across the province of Hammerfell. In modern time the Redguards have at last become a fully united people, with Temijen proving to be nothing short of both a tactical genius and a savvy diplomat. With control over Hammerfell and now unopposed, Temijen has arguably fashioned the continents most powerful army aided by a formidable naval force.

The Redguard (née Yokudan) culture is martial by nature. Every man, woman and child is schooled in the art of war and combat from a very young age. This explains why they have never truly been defeated by any invading force since their arrival in Tamriel. From Tiber Septim to the Aldmeri Dominion, none have been able to completely assimilate the Redguards, much less defeat them outright. Despite the schism in their culture that produced the Crown and Forebear factions, the Redguards of Hammerfell have proven time and again that they are more than capable of putting their differences aside for the sake of their lives and culture. A martial society since it's inception, merit and skill still play a large role for the average Redguard. All citizens spend some time in the Lance Defenders, the kingdom's highly trained army that is a formation of several knight orders of Hammerfell, and the population is ever-ready to take up arms again should Hammerfell ever be threatened again. The main religion of Hammerfell remains a mix between ancestor worship and faith in the traditional Yokudan pantheon. Like all races, Redguards have been shaped by their home. Their Yokudan heritage left them with advanced seafaring, agricultural, military and even astronomical knowledge that surpasses any other Tamrielic nation and allows them to thrive in a place where others merely hope to survive. The Redguards have their own oral language, Yoku, but that was quickly replaced to ensure better contact with their neighbors and is rarely used. Redguard society is extremely martial, and nearly everyone is expected to have a grasp of basic weaponry and combat, although only the rulers are generally expected to have any knowledge of strategy, formations and tactics. Only the strongest, fastest and smartest Redguards are accepted into the demanding military (which consists mainly of various knightly orders), and they are expected to prove themselves worthy by facing death.

House Redoran - Military.
With the return of Oravos the Redoran Archmaster, House Redoran officially became the most influential and powerful house among the other Great Houses. Under the reformation of the ruling structure in Morrowind, the house became the Military branch of Morrowind's government.
Land holdings: Ald'ruhn, Blacklight, Solstheim, Maar Gan, Caldera

House Telvanni - Keepers of the Arcane Arts.
House Telvanni is the embodiment of the term "Knowledge is power" in the Dunmer society. They were known to be intelligent and powerful mages, striving to preserve old Dunmeri culture to whatever the cost. With the reformation, House Telvanni was assigned to participate on the military branch, while enriching the arts of arcane magic, and extensive knowledge.
Land Holdings: Sadrith Mora, Port Telvanni, Dagon Fel, Tel Mora, Tel Branora

House Sadras - Economy.
The newest addition to the order of the Great Houses. House Sadras proved their capability to handle the economic stability of Morrowind, without relying on Imperial support, unlike House Hlaalu. House Sadras' members are mostly successful merchants that share the same idea to make Morrowind prosperous once again. Rumor has it that the house adopted former members of House Hlaalu, which could explain their mastery over handling trade and coins.
Land Holdings: Suran, Pelagiad, Seyda Neen

House Indoril - Temple watchers.
After returning to Morrowind, House Indoril's remaining members pledged their loyalty to Oravos in respect of the soul of Indoril Nerevar. The Grand Ascendant position was offered to Oravos so that Nerevar's reincarnation would lead the house, but his position of Archmaster of House Redoran made him decline the offer. The house was given their former duty as the guardians of the temple, but their reputation of antagonizing the Nevarine before made them unpopular among the society.
Land Holdings: Necrom, Molag Mar, Mournhold

House Dres - Labor force.
Ever since Morrowind was established, House Dres provided laborers for the province. They mostly relied on slaves in the past, but now, with House Dres' large member population, provides its members to fulfill the services needed in Morrowind. The infamous Guar Lancers were part of the House, before they moved to the military.
Land Holdings: Gnaar'mok, Hla Oad, Gnisis

House Hlaalu - House Hlaalu has fallen on hard times since the end of the Third Era. With its removal as a Great House following the withdrawal of Imperial presence in Morrowind, and the division of its lands in Vvardenfell, House Hlaalu has resorted to utilizing much more underhanded and unconventional tactics to remain afloat during these harsh times. Secrecy, blackmail, smuggling, and thievery, which used to characterize primarily their inner workings, have come to define Hlaalu’s greater dealings, whereas they used to deal primarily in trade.
Political agenda: To improve the current state of Morrowind, and the preservation of the Dunmer race.

Allegiance: In alliance with Vallenwood, but are cooperating with the Akaviri invaders.

Military: (Excerpt from the lore of Morrowind.)
It is argued by Historians and Scholars, that aside from Cyrodiil, the Dunmer nation of Resdayn, was the most powerful province in terms of military might, yet political division has always prevented this from being utilized effectively. Only during invasion has Morrowind stood united, and even when the Empire threatened it with war, it was divided as to how to conduct its defense and united as one force.


Culture/Society: The Dunmer's religion turned to the The New Temple, also known as the House of Reclamations. It is the Dunmeri religious order that was formed after the fall of the Tribunal and the second eruption of Red Mountain, better known as the Red Year. The temple reinstated the worship of the old Dunmeri Pantheon which included the Daedric Princes, Boethia, Azura and Mephala. These three deities were known to the temple as the "Reclamations", as if reclaiming their status or the "True-Tribunal".

The now dead or missing deities of ALMSIVI - Vivec, Almalexia, and Sotha Sil - were dubbed "saints" and ALMSIVI was henceforth known as the "False-Tribunal" as decreed by the New Temple.

Slavery is once again practiced in Morrowind, but now in a lesser degree compared to the previous years. Slavery is only possible when one of the following situations are met.

  • An individual is unable to pay for services in gold or possessions.

  • An individual is defeated in a duel of honor, and has chosen slavery instead of death.

  • An individual is captured during war.

  • A criminal receiving a sentence with an option to serve as a slave, instead of spending it on prison.

  • An individual surrenders himself/herself as a slave for personal reasons.

The Ashlanders became a respected group within the Dunmer society, for being responsible for upholding the Nerevarine Prophecy, even when they were persecuted by the temple. Many of the Ashlanders became priests on the New Temple during the fall of the "False Tribunal." On the events of the Red Year, only the Ashlanders remained on Vvardenfell, fulfilling the role given to them by the Nerevarine, as persecutors of the remnants of Dagoth Ur's remaining forces. When the Nerevarine returned, they received the gratitude of Oravos, and was given the opportunity to join his personal army.
Economy: Morrowind was originally an agrarian aristocracy, mostly free farmers and herders and fishermen ruled by the Great Houses and their noble councils. After the Imperial occupation, and especially on Vvardenfell, the Dunmer developed a mercantile economy based on the model of the Empire, ruled by the Emperor, law, and legions, but driven by trade in crafts and goods.

Morrowind's production was based on the mining of Kwama Eggs, Ebony, and Raw Glass. Morrowind was considered to have vast supplies of these rare resources beneath Red Mountain, yet these had been barely tapped until the recent defeat of Dagoth Ur, which opened Red Mountain up to expansion in the mining industry.

With the absence of any Imperial force in Morrowind, the economy was once again able to trade freely. Their relations with the people of Vallenwood has proved to be more lucrative as goods that are not found on the said country was supplied mainly by Morrowind. Each caravan travelling across Tamriel was heavily guarded, as trading became the foundation of the reborn province.

Although the rest of tameriel would see us as cannibals make no mistake we are pacifists and avoid large conflicts whenever we can but if our hands are forced into doing so we would go under a long fasting to get the verbosity that only starvation provides. although our leadership was mostly broken we still retained our gods and our prophet who said our old gods were coming back to bring gifts to his children.

Nation name: The Imperial Province of Cyrodiil



-History: [Excerpt from The Empire in Recent Times] After the Assassination of Emperor Titus Mede II, the Elder Council, lead by High Chancellor Motierre, took over leadership of the Empire. During this time, the Empire managed to regain some of its former economic prosperity. This was, however, formed through even closer ties to the Aldmeri Dominion. This caused some to claim that the Elder Council was selling out to the elves, even more so than Titus Mede had done. In the heat of this internal crisis, a string of murders in Skyrim left the legion vying for blood. The growing fears of a second civil war in Skyrim collided with the crisis in Cyrodiil and the Empire seemed ready to implode
The loudest of voices calling for the replacement of the current Elder Council was that of the Triarius Family. A proud, patriotic family descended from a long line of military men, especially proud of their nordic ancestry, believing that their ancestors had been among Tiber Septims most loyal soldiers. As calls for the replacement of the elder council grew louder and louder, Cyrodiil looked on the brink of slipping into a civil war. This was diffused only by the disappearance of High Chancellor Motierre, along with a significant portion of the Imperial Treasury at the White Gold Tower. Rumours began to circulate, had Motierre fled? Had he been secretly disposed of? No one is, to this day, entirely certain, although the Palace Guard and the Imperial Watch investigations concluded that Motierre had taken the money and fled. The position of the Elder Council was discredited by this incident, collapsing further when Motierres Journal was uncovered, several entries recording shady and unknown dealings in a Nordic Ruin, Vorskygge in Skyrim, and a through Interrogation of his Man Servant Rexus it was uncovered that it had been Motierre who set in motion the contract on the emprerors life. Their credibility damaged, many of the Elder Council quietly resigned in the night, some realligned themselves and the Empire was saved from the brink of a civil war. A reward of 30,000 Septims was placed, and remains, on Motierre alive and 20,000 dead. Despite this compelling reward, no one has yet found and brought Motierre to justice.
It was at this moment that the patron of the Triarius family declared himself Emperor and was quickly coronated. In a quick movement legion forces were withdrawn from Skyrim, offering the loyalists a home in the other provinces of the Empire. Some, particularly those in the legion, did take this offer up, buy the vast majority refused to leave their home, seeing no reason that they should. Some of these loyalists feel abandoned, others feel the Empire is planning a counter attack.
The Triarius family has ruled in the two years since, and while little in the way of life has changed as of yet, the Empires foreign policy has changed dramatically. Some believe the Triarius family too brash, daring to stand up to the Thalmor on several issues, including the key issue of the worship of Talos. Emperor Triarius has declared his intention to negotiate with the Aldmeri Dominion and attempt to revise some sections of the White Gold Concordat. Some are positive, believing this signals a return to prosperity, others are more negative, some fearing an attack from the Elves.

But the Empires highest leaders, know the real reason for the attempts to call the Elves to negotiation.
The Empire secretly supplied the Khajiit with equipment and their limited information on Thalmor movements (mostly the traffic of the Thalmor by boat), and only openly becoming involved after Elsweyr declared it's independence and requested to join the Empire. The Two's relationship was hastily forged, and the treaty is a rushed one. Indeed, the major changes are the presence of the Imperial Legion, markings on a map and that Elsweyr is officially subordinate to the Emperor. While Imperial law has been introduced, it has a special concession for the possession and usage of Skooma and Moonsugar, as well as other otherwise illegal substances that are part of the Khajiit culture.

Head of State: The Emperor Gaius Triarius the First
Government system: Monarchy. Each major city has its own Count(ess) who rules over the city (the county seat), and the surrounding county, which has the same name as the city. These counts are all loyal to the Empire of Tamriel and are part of The Elder Council. The Imperial City doesn't have a Count as it is ruled by the Emperor. The Imperial City has no accompanying county, but the Imperial Reserve is located to the west and the Nibenay Basin to the east.
The Elder Council is the central government of the Empire, The Council convenes at its chambers in the center of the Imperial Palace complex, within the Imperial City. The Council chamber comprises a large circular table encircled by tall chairs. The government is a unicameral and unelected body. Though the nature of its composition is not detailed specifically, it comprises the Counts of Cyrodiil, the aristocracy and rulers from the other Imperial provinces, the highest-ranking members of military and police forces, as well as appointments made by the head of state, the Emperor. It is however specified that the body can legislate. This government is in charge of the province as well the whole of the Empire
Political agenda: To reunite the peoples of Tamriel under the Banner of the Empire or, failing that, to ensure the safety and security of the continent of Tamriel

-Military: The Military of the Empire of Tamriel is highly diverse. Composed primarily of Imperial and Orc soldiers, Nordic Soldiers termed 'Loyalists', Orismer Mercenaries, Breton Auxiliaries and Dark Elven mages who have fled from their now destroyed home in Morrowind and the racist Skyrim, there are none the less soldiers of other races, though recruitment struggles for them due to the barriers of the Aldmeri, Hammerfells distrust of the Empire and the problem of traversing its dissected empire across now independent regions that were once avid supporters of the Empire. None the less, the Empires highly discipline forces, excellent training, good leadership and all round versatility due to the presence of so many races, it remains as one of the strongest fighting forces in Tamriel. Forts dot the Empires provinces, Soldiers patrol the borders and the Imperial Navy watchs vigilantly for any sign of invasion from sea.

City Watch/Imperial Watch: Each major City in Cyrodiil has its own city watch. City watch guards are stationed throughout their respective city, watching over city or castle gates, or patrolling the city streets. The guards are led by a captain, who reports to the local Count and/or Countess. Their duty is to uphold peace and order throughout the city and county, as well as ensuring justice is had in the event of a crime. Additionally, they are the last line of defense of their city in the event of assault or invasion. Each city guard is equipped with a chain mail hauberk and tabard, bearing the city's color and insignia. In addition they are clad in chain mail leggings, boots and gauntlets, and a guard's helmet. Skingrad however, is an exception, where the guards wear steel rather than chain-mail.

As the Imperial Province, the region has unrivaled access to the Imperial Legion. The Legion works for the Imperial government, with support from the Emperor. In peacetime, the legionnaires serve as guards; in war, they have also been used as an invasion and defense force. In war, the Imperial Legion is a feared force. Their huge numbers and strict discipline cause even the most battle-hardened army to question their tactics. Though it is only a shadow of it's former glory, the Imperial Legion is not a force to be trifled with.
Under the Triarius family, with their militaristic heritage, the Legion has swollen and grown stronger than it was under Motierre or Titus at the time of the Civil War. Peace has certainly not cost it it's strength. Widely considered the most disciplined army in Tamriel, while their individual soldiers are generally not on par with the Redguards (With notable exceptions), and their mages are not as powerful as the Aldmeri or the Dark Elves, they make up for this is their discipline, tactics and cohesion. It is boasted that if the Legion are retreating, their opponents are being led into an ambush.
There are three types of armour worn by the standard military. The first is a combination of leather and chain mail, resembling Roman auxiliary armor called
Imperial Light Armour. The second is Imperial Armor which largely resemble Roman lorica segmentata armor or Roman Legionnaire armor. The third is worn almost exclusively by Orc soldiers and mercenaries, in shape it is similar to Imperial Armour, but it is crafted out of Orichalcum.
There are three types of armour worn by the Imperial Legions Officers. The first, appropriately dubbed Imperial Officer armour, is similar to the standard Imperial Armour, only it's helmet is closed instead of open with a black plumage and the chest plate. It is often worn by low ranking officers.
The second, named Imperial Legate Armour, heavily resembles the Armour worn by General Tullius during the Skyrim Civil War, however it is much more polished and shiny, looking more gold than bronze. The helmet is gold with a red plume and is closed, covering the entire face. Sometimes, especially in cold area's, they wear a black cloak. As the name suggests, it's mostly worn by Legates, but Senior Tribunes are permitted to wear it.
The Third is Imperial General Armour, which is a shiny black colour with gold trims. The helmet is also black trimmed with gold and has a brilliant red plume. The users of this armour often wear a red cloak
Under the Triarius Family, several different pieces of Equipment have been issued to the Imperial Legion. The Soldiers that are decked in the heavier Imperial Armour now carry two heavy Imperial Javelins in addition to their Swords. They are known to toss these before battle, and while the Javelin used is designed for throwing, it can also be used as a short spear to bring down Cavalry. The Javelin is approximately 2 meters long, and the tip is wider than the rest of the shank, thus once it penetrates a shield, it leaves behind a hole larger than the rest of the shank, and can move through with little resistance, sometimes stabbing the shield bearer as well. The length of the shank and its depth of penetration also makes it hard to pull out of a shield once it is embedded, the idea being to render enemy shields useless during battle. It's weighted so that it has enough stopping power to pierce through enemy armour and shields, and it known to make the Mainline battle troops of the Empire deadly and effective. Often, they will toss a Javelin before charging towards the enemy, attacking them with swords before they have time to recover from whatever damage the Javelins have caused. When in combination with light troops, it is common for the soldiers to throw a javelin before allowing their lighter comrades to charge in and cause damage, who then withdraw and allow the heavier troops toss the second javelin, before both charge in to attack the enemy. Horsemen carry four of these such javelins and uses them for great effect in skirmishing, though the Navy finds them to be too unwieldy to use in the close confines of ships and as such most ships prefer to use mages, archers or crossbow men rather than the long, heavy Javelins.
Mages generally come in two types, the standard mage who relies mostly on magic rather than armour, prefering to use his armour spells such as Stoneflesh than be bogged down in armour, and the battle mage who wears a suit of armour and uses a mace or sword in addition to his magical prowess, combining the two together. These battle mages often wear Imperial Armour while the mages wear mostly enchanted robes that are dyed red or, more rarely, pieces of light armour.
The Imperial Navy watches vigilantly for invasion by sea and secretly hires privateers. It is disciplined but is not as strong as the Imperial Legion, as there is little purpose for them to maintain their Navy, seeing as how they are mostly land locked. It's main purpose is to ensure no one invades via the sea route in Anvil and for transport between High Rock and the rest of the Empire.
Although Talos worship is still banned under the White Gold Concordat, the Triarius family and the Emperor himself secretly reveres Talos as a result of his families supposed connection to Tiber Septim. This term is not heavily enforced in Cyrodiil or throughout the Empire, though is officially still enforced. While worship of Talos in public no longer occurs lest face the reluctant intervention of the Imperial Watch, it is still practiced in secret and semi-openly by the many of the Nords in the Nordic Loyalist forces of the Imperial Legion. They merely hide their amulets and shrines during inspection and take them back out when it is over. Many officers do indeed know this, but very few make any attempts to curb it.
The Penitus Oculatus still exists, reformed into an organisation dedicated to many purposes. It has assassination services, intelligence gathering, espionage and internal security on its agenda. The Emperors bodyguards, named the Blades after the legendary Bodyguards of the Septim dynasty (Though a different entity to the original Blades) also fall under the umbrella of the Penitus Oculatus, their members handpicked from both the finest of the Imperial Legion and the finest of the Penitus Oculatus. The Triarius family themselves are known to serve on the field of battle, and it is a rite of passage into adult hood for them. They are skilled combatants, strategists and are raised from birth to be officers and statesmen.

-Culture/society: Natives of the civilized, cosmopolitan province of Cyrodiil, the Imperials are well-educated and well-spoken. Imperials are also known for the discipline and training of their citizen armies. With this they were able to fight off the Redguard and control most of Tamriel. Imperials have proven to be shrewd diplomats and traders, and these traits, along with their remarkable skill and training as light infantry, enabled them to subdue all the other nations and races. But that was in the past. With the Empire Crumbling around them, the Imperials are fighting tough and nail to regain their pride and keep what is left together. The phrase "Imperial Race" is a bit of a misnomer. The people of Cyrodiil are divided into two ethno-cultural groups: Nibeneans and Colovians. Both descend from the native Nedic and Cyro-Nordic peoples that were enslaved by the Ayleids. Colovian Imperials in Western Cyrodiil are more Nordic, sharing similar beliefs such as a heavy martial and seafaring tradition. Nibeneans have an Akaviri and, to a lesser degree, elven heritage. They have a greater appreciation for magic, art, commerce, and spirituality, in spite of being staunchly loyal to Alessian traditions. Both groups reflect the Empire's culture: a hybrid of Nordic, Aldmeri, and Akaviri culture along with other pieces of culture from former and current provinces

Er Jangel, remember that Valenwood is part of the Aldermeri Dominion. You can still ally with Morrowind but ultimately its still part of the Dominion.

If you really want Valenwood to be out of the Dominion, you have to state that there was a rebellion or coup or some form of political change.

You can come up with a Valenwood equivalent of Skyrim civil war, and say something like: "Recently, rebellions have taken hold of many areas of Valenwood. As a result, the government gradually shifted away from its allegiance with Alinor to other states."

-Nation name: SKyrim
-History (focus on the years 4E 201 to 205, anything before that is pr-established canon): The Dragonborn, Giles, is a Breton who found himself in the civil war between the Storm Cloaks and the Imperials. He ended up infiltrating the Dark Brotherhood, joining the Stormcloaks, assassinating Jarl Ulfric and defecting to the Empire, where he assassinated General Tulius. He then wiped out the Dark Brotherhood and took the mantle of Skyrim's High King, and managed to diplomatically solve the situation in the Civil War with liberal use of the various factions, influence from the Grey Beards,, and others. He defeated Alduin, Harken and Miraak, and returned to Skyrim as it's High King.

He even managed to make friends and establish warm relations with the savage Forsworn.

-Leadership : Monarchy. King Giles rules everything through the other Jarls.
-Allegiance (you can change this throughout the RP)
-Military :
-Dawn Guard Fortress, the guards throughout the Holds of Skyrim, the Mages College of Winterhold, the various, former Storm Cloaks, the Orcish Strongholds, and even the Forsworn gladly hold ranks in the army of Skyrim. With the Empire driven out by key assassinations and inability to hold a stable foothold in the region, they were inevitably kicked out, but not entirely by the Dragonborn. The Vigilants of Stendar were re-established by the Dragonborn and although their first duty is to Stendar and the Vigilants, they will answer the call to aid Skyrim.
Mercenaries of all other races formally not even allowed in Skyrim's cities and towns are now wandering the streets as guards and sell-swords..
-Culture/society:
The Culture is mostly Nord, with the racially accepting Breton Dragonborn of legend changing the attitudes of the local peoples towards other races. The races are still mostly segregated but the Breton Dragonborn's deeds has changed Skyrim for the better. Talos worship is re-instated, officially, and the Thalmor Judiciars were wiped out to the last man from Skyrim.

-Nation name: The province of Elsweyr

-History: In late 4E 201, the tensions were growing inside Elsweyr, as the Khajjit felt mistreated at the hands of the racist Aldmeri Dominion. By the next year tensions were at breaking point, finally, as it was proven by a Khajjit Agent for hire who produced evidence that proved the Aldmeri Dominion had assassinated The Mane in the early 4th Era . Enraged by this Khajjit started rebellion against the Aldmeri Dominion for one of the few times the areas of Elsweyr stood united. A thorn in the side of the Aldmeri Dominion, the Khajjit resistance stood it's ground bravely against the Thalmor. Secretly, they were smuggled weapons by the Triarius dynasty in Cyrodiil. With their aid the Khajiit were able to arm the people and push the Thalmor back into Valenwood. Originally,They launched an invansion of Valenwood. However, This had ended as a dramatic failure. While the Khajjit guerrilla tactics worked well on familiar land, they were not satisfactory for use on unfamiliar territory. As such, they were easily crushed by the professional armies of the Aldmeri Dominion. They were driven back into Elsweyr, but by this time the Imperial Legion had arrived to reinforce the Khajjit. The Thalmor not wanting to relive the humiliating defeat they had suffered before, refused to possibly suffer the fate again.
To insure they continued to receive assistance from The Empire, they agreed to become a Province of the Empire. Today, with of The Imperial Legion, Many fortifications dot the Elsweyr border with Valenwood and this has only increased tensions between the Aldmeri and The Empire.
Also, Valenwood and Elsweyr are now in good relationships again, as Elsweyr kept up their trade of the moonsugar with Valenwood.

-Leadership: The Mane (Currently "Ab'kar Sarahaan"): The Mane is the formal title given to the nonpartisan spiritual leader and ruler of Elsweyr and the Khajiit people. Sometimes, they are successful in bringing temporary peace to the province; however, this does not last very long. Historically, the Mane has been known to reside in the city-state of Torval, where he is protected by his 'Warrior Guard' (Currently "Ab''Farahn").

Khajiit tradition holds that only one Mane can be alive at any one time and that there is only one Mane, who is simply reborn in different bodies. There has been no recorded instance of multiple Manes contending for power; whether this is due to the truth of the Khajiit belief, or whether the ruling Mane takes care to eliminate any potential rivals before they can mature, cannot be determined.
A Mane can be born only under a rare alignment of the moons Masser and Secunda when, according to legend, a third moon appears in the sky. In ancient times, the Khajiit would shave off their own manes in deference to the Mane, braiding them into locks that he would incorporate into his own, gigantic mane. Over time, as the population of the region grew, this ritual became impractical.

Now, while all Khajiit still remove their manes, they do so largely as a symbolic sacrifice. The current Mane still wears the hair-locks and braids of his own tribe as well as those of his Warrior Guard, which encompasses hundreds of Khajiit. He is so weighted down by the hair of his kinsmen that he cannot move without aid, and often travels about the countryside by means of a palanquin.

The Mane during the early Fourth Era was killed by a Thalmor assassin, which caused a war to break out in southern Elsweyr.

-Allegiance: The Empire and Close relationships with Valenwood.
-Military: They have a garrison of the Imperial Legion of the Empire sworn to protect the provinces of the empire. They have their own auxiliary force. The Khajiit forces favour stealth, espionage and guerrilla tactics rather than stratight up combat. This why the majority of the forces are Agents, Thieves, Assassins, Basic Archers or nimble, lightly armored footmen.
-Culture/society: The Khajiit believes strongly in religion.
The Khajiit religion, while quite different from that of men and mer, is still clearly derived from the old Aldmeri pantheon. The Khajiit creation myth includes references to powerful ancestor cats with strikingly familiar names. Their legends start with the original litter mates, Ahnurr and Fadomai (Anu and Padomay). These two gave birth to all of the great spiritual children, including Alkosh the first cat (Akatosh), Khenarthi (Kynareth), Magrus (Magnus), Mara, and S'rendarr (Stendarr). A second litter of children soon followed, including Merrunz (Mehrunes Dagon), Mafala (Mephala), and Sangiin (Sanguine), among others. Ahnurr did not want further children, but Fadomai was persuaded by her elder children to birth one more litter, this final group containing Azurah, Nirni, and the moons. At this, Ahnurr became angry at Fadomai, who fled to the void, and birthed one last child, Lorkhaj. Fadomai knew she was dying, her life having been drained by her birth, but she gave to Nirni a gift, that she would birth children of her own.
Nirni went to Lorkhaj, asking him to form a dwelling place for her children. This he did, but he tricked his siblings, forming the mortal plane and trapping many of them there with him. Most of Fadomai's first litter were trapped, while her second litter saw the danger and fled. Into this dwelling, Nirni birthed many children, the various human and mer races of Tamriel. However, one of Fadomai's children, Azurah, had also been given a gift by their mother. She was given permission to take one of Nirni's children, and reshape them to her own liking, so long as she made them the fastest, cleverest, and most beautiful of all creatures. Azurah chose a group of forest dwellers among Nirni's children, and from them, she formed the Khajiit. Nirni was furious at this, and ask her sibling Y'ffer to punish the Khajiit. He did this by turning their grasslands into a dry desert, and their forests into poisonous marshes. The Khajiit, however, were protected by Azurah, who taught them the secret of the moons (the Lunar Lattice in Khajiiti terms), and how to change their shapes to survive. Those forest dwellers who stayed true to their mother, Nirni, were turned into the Bosmer, and given the lush forests of Valenwood as their home.

There is some speculation as to how accurate this creation myth truly is. What is known is that Khajiit were present on Tamriel when the Ayleid first explored the region, presumably long before there was any established Bosmer kingdom. What is not known is how long those Khajiit were in the area, nor how many other meri expeditions landed on Tamriel prior to the Aldmeri immigration (evidence suggests at least one other mass immigration of elves to Tamriel, resulting in the Dwemer of Morrowind). Some Imperial scholars believe the Khajiit evolved naturally from non-sentient cats, much like they believe the Argonians evolved from non-sentient lizards. Topal described the Khajiit as two and four legged cats with only primitive behaviors, and no clear signs of intelligence. However, Ayleid legend tells of bartering ownership of the forests of Cyrodiil from the Khajiit in exchange for the secrets of literacy, and Pelinal Whitestrake, early in the First Era, claims to have fought and killed thousands of clearly organized, sentient Khajiit warriors, believing them to be Aldmeri.

The Khajiit, along with the Argonians, inhabited Tamriel long before the elves arrived (which could mean the two beast races are possibly Native to Tamriel unlike humans or mer which migrated to Tamriel. However, some sources say life originated in Tamriel). Toval the Pilot, founder of the Ayleid empire, described an intelligent, if primitive, race of cat-people inhabiting the forests around Lake Rumare when he arrived there with his expedition. Eventually, the elves and humans drove the beast races into the southern extremes of Tamriel, into the forests and marshes that humans considered uninhabitable. For hundreds of years, the Khajiit existed as dozens, even hundreds, of warring nomadic tribes, a condition which lasted into 2E 309 when the province was finally united under two powerful, formerly warring factions. Soon after, the Cyrodiilic Empire began making diplomatic overtures with Elsweyr, leading up to Tiber Septim's unification of the entire continent.

Imperial influence has chiefly been felt in the southern regions of Elsweyr, where relatively large, semi-permanent cities have sprung up along trade routes. These cities are known to move around frequently, but within a small region in the jungles near the river basins. The primary source of income in Elsweyr is their export of moon sugar, which is used to make the highly addictive drug skooma. In fact, a sizable portion of the Khajiiti southern population are "sugar tooths", slang term for a skooma addict, although they seem to be more able to function under the influence than other races. The fertile grounds near the southern rivers are also well suited for other crops, particularly saltrice, which makes up the bulk of the legal trade. The northern regions, still mostly dry grassland, have not progressed far from their tribal origins, and rarely consider themselves united in any meaningful way. The government of the Khajiit consists primarily of the Clan Mothers of each clan of tribes. These wield power mostly due to their control of moon sugar harvests, but also maintain a hereditary position of power. The nominal head of the Khajiiti religion is a unique form of Khajiit known as The Mane. Khajiit legend claims that it is only possible for one mane to live at a time, and his birth is triggered by the birth of a newborn Khajiit when the two moons have fully aligned in the sky. The Mane is apparently bipedal, and clearly has the power of speech, but does not fall into any of the defined Khajiiti subtypes: he is simply unique. While he is, in theory, a neutral, unbiased religious leader, the Mane is the true power in Elsweyr, and was ultimately responsible for the success of the attempted unification of the province in the last Second Era.

Khajiit, like Argonians, are still considered little more than beast-men by many human and meri cultures. They are not usually trusted by - mostly - the Nords, but also by people in general, as stated by Ysolda, in Whiterun, Skyrim. They were oppressed and enslaved by rich families and primary industries in Morrowind, until very recently when King Helseth Hlaalu finally outlawed slavery. They also have a strong racial dislike for Argonians (one which is shared in return), which causes tension in the southern Cyrodiilic cities of Leyawiin and Bravil, where Elsweyr and Black Marsh are both fairly close, and which have strong populations of both races.

Many Khajiit disdain weapons in favor of their natural claws. They make excellent thieves due to their natural agility and unmatched acrobatics ability. Many Khajiit are also warriors, although this is mainly true of the Cathay, and rarely among the Suthay. In addition to their native quickness, Khajiit have developed a natural proficiency in stealth, and have the added benefit of native night vision. These skills, combined with the general tendency of humans and mer to look down on Khajiit and "beasts", leads many Khajiit outside of their home province to become bandits or professional thieves and assassins.

Their stealthiness make them suitable for assassinations like the hired Khajiit assassins from the Dark Brotherhood.

Many Khajiit like to adorn themselves in piercings.

In all, there are seventeen known breeds of Khajiit, though there are supposedly more than twenty (It doesn't paste very well into this text box, so I will just provide a link. Scroll down near the bottom of the link's page, there you will find the breeds. However, I will say not all Khajiit look like cats.
